Strategic Autonomy in the European Union’s Energy Policy: Enabling and Restraining factors

Strategische Autonomie als oplossing voor de Energiecrisis?

Zoals de oorlog in Oekraïne aantoont, gebruiken staten die energiebronnen bezitten en exporteren energie niet alleen als een economische factor, maar ook als een middel om politieke invloed uit te oefenen. Als gevolg daarvan is energie een strategisch wapen geworden in de moderne politiek, evenals een onderhandelingsmiddel en een middel om sancties op te leggen. Dit creëert een nieuwe geopolitieke omgeving voor de EU en maakt discussies over het vermogen van de EU om haar energiebeleid zelfstandig vorm te geven steeds belangrijker.

Energie-afhankelijkheid van de EU

Reeds in 2016 erkende de EU het strategische belang van energie toen er in de globale strategie van de EU werd geopperd dat de Unie strategisch autonoom zou moeten worden op vlak van energie. Strategische autonomie verwijst naar het vermogen van een land om haar eigen prioriteiten te stellen en eigen beslissingen te nemen, in samenwerking met derden, of indien nodig autonoom. In theorie zou strategische energieautonomie de EU dus meer mogelijkheden moeten geven om slagkrachtig te handelen en haar belangen te beschermen. Toch heeft de EU in het algemeen moeite gehad om strategische autonomie te bereiken in de energiesector, grotendeels als gevolg van haar grote afhankelijkheid van energie-invoer.

In 2019 werd aan meer dan de helft van de Europese energiebehoeften voldaan door import. Rusland was de grootste energieleverancier van de EU, goed voor ongeveer 30% van de olie invoer en bijna 40% van de invoer van aardgas en steenkool. Samen met Noorwegen en Algerije was het verantwoordelijk voor bijna 75% van de gasinvoer in de EU. Tijdens het conflict in Oekraïne hebben deze asymmetrische afhankelijkheden het vermogen van de EU om beslissingen te nemen en ernaar te handelen verzwakt.

Beïnvloedende factoren

Zowel interne als externe factoren hebben de ontwikkeling van de strategische autonomie van het EU-energiebeleid beïnvloed. Doorheen de geschiedenis werd er weinig aandacht besteed aan de strategische waarde van de energiesector. De focus lag eerder op duurzaamheid en vrije marktwerking. Hierdoor werd minder gekeken naar bevoorradingszekerheid en prijsstabiliteit.

Af en toe gaven de Europese Commissie, het Europees Parlement of individuele lidstaten een aanzet naar een meer “strategisch autonoom” energiebeleid. Desondanks mislukten ook veel van de ambitieuzere plannen van de Europese Commissie vaak door de tegenstand van de lidstaten in de Raad. De uiteenlopende nationale belangen van de lidstaten zijn vaak niet in lijn met de globale noden van de EU. Doordat de EU-lidstaten het Europese energiebeleid vaak vanuit hun nationaal perspectief bekijken, is de politieke cohesie laag om tot een gemeenschappelijke oplossing te komen.

Daarnaast heeft de EU een lange tijd de bevoegdheden om een ​​coherent, gecoördineerd en strategisch autonoom energiebeleid te vormen, niet gehad. Ondanks het feit dat de EU meer enegiebevoegdheden heeft gekregen, mist het nog steeds enkele van de meest cruciale bevoegdheden. Zo blijven de lidstaten  verantwoordelijk voor hun energiemix, de voorwaarden voor de exploitatie van hun energiebronnen en de algemene structuur van hun energievoorziening. De nodige bestuursstructuren en bevoegdheden wel aanwezig om belangrijke beslissingen te nemen en uit te voeren. echter is de mate van coördinatie en integratie van het energiebeleid op EU-niveau niet zozeer een kwestie van formele bevoegdheid, maar eerder het resultaat van een voortdurend getouwtrek tussen de Commissie en het Parlement enerzijds en de Raad en lidstaten anderzijds.

Bovendien voldoen de technologieën van sommige Europese landen nog steeds niet aan de moderne normen vanwege factoren zoals economische instabiliteit en een gebrek aan investeringen. Aan de andere kant is de EU reeds een wereldleider in de ontwikkeling van technologieën voor hernieuwbare energie. Een actiever industriebeleid van de EU kan nodig zijn om het volledige potentieel van deze technologieën te realiseren en te zorgen dat de EU niet opnieuw afhankelijk wordt van derde landen in deze sector.

Strategische energieautonomie heeft ook een externe dimensie. Het Europese energiebeleid is over het algemeen gevormd door externe gebeurtenissen en geopolitieke ontwikkelingen. Dit heeft geleid tot een zogenoemde “crisis gedreven besluitvorming”, waarbij grote stappen werden genomen in het Europees energiebeleid na crises zoals het olie-embargo van de jaren 70, geschillen met Rusland over gas in de vroege jaren 2000 en 2014, en klimaat- en milieuvraagstukken. Na deze crises was de politieke cohesie groot, maar naarmate deze crises langer duurden of waren opgelost, nam ook de politieke wil voor radicale oplossingen af. Paradoxaal genoeg heeft het Russische gebruik van energie als een strategisch wapen de laatste jaren geleid tot Europese actie richting meer strategische autonomie.

Er zou een systemische schok nodig zijn om het idee van Europese strategische autonomie in realiteit om te zetten. Dit zou het geval kunnen zijn met de Russische invasie van Oekraïne. Deze crisis dwingt de EU en haar lidstaten om het energiesysteem en het nationale energiebeleid te herdenken, waardoor het begrip en de uitvoering van strategische autonomie steeds belangrijker wordt. In slechts drie maanden tijd heeft de Commissie haar REPowerEU-initiatief gelanceerd in een poging om de afhankelijkheid van de EU van Russische fossiele brandstoffen te verminderen. De tijd zal leren of deze crisis zal leiden tot de paradigmaverschuiving die nodig is om strategische autonomie in Europa tot stand te brengen.
