Darwins Democratie: hoe piekolie de politieke context van het wereld-systeem hertekentverandert

Ondermijnt de energietransitie onze democratie?

Wat als het samenvallen van de opkomst en verval van democratie en fossiele brandstoffen meer is dan toeval? Dit eindwerk onderzoekt democratie in de wereldgeschiedenis door het perspectief van hoe en hoeveel energie we oogsten. Inzichten die moeten voorkomen dat deze transitie het democratie-kind niet met het fossiel water weggooit.

‘Energiedemocratie’ duikt steeds vaker op. Burgerverenigingen die hun krachten bundelen om in hun eigen energievraag te voorzien, bijvoorbeeld via zonnedelen of een gezamenlijke windturbine. Of bedrijven die burgerparticipatie toevoegen met het oog op de vergunbaarheid. Ook bij stijgende energieprijzen en woekerwinsten hoor je de term vallen. Zélfs de Europese Commissie spreekt steeds vaker over democratische energiegemeenschappen.

Toch wordt het principe bij gebrek aan dieper inzicht uitgehold (bvb. door indirecte of financiële participatie). Niet enkel is dit jammer voor buurtbewoners, of het draagvlak voor hernieuwbare energie, het gebrek aan eigenaarschap van de energiebronnen op grote schaal ondergraaft de democratische samenhang. Anti-windturbine buurtcomités of gele hesjes mogen niet worden gezien als klimaatparia’s, maar kanaries die aangeven dat we de transitie nu compleet verkeerd aanpakken.

Het energiebudget bepaalt onze waarden

Energie is geen ‘uitvinding’ of ontdekking uit de 19de eeuw. Volgens de eerste hoofdwet van de thermodynamica heeft het altijd bestaan. De geschiedenis van energie reikt dus verder dan de Industriële Revolutie. Als arbeid kapitaal is, en arbeid een uitdrukking van deze energie, dan zijn theorieën over politieke economie ook te vertalen in energie.

Één liter olie bevat 38 MJ, het equivalent van 140 uren menselijke arbeid. De centrale vraag van dit onderzoek is of de beschikbaarheid van fossiele brandstoffen de kostprijs van uitbuiting en slavernij zo uit de markt prijsde dat het de ruimte liet om ethisch-democratische keuzes te maken.

Tussen het slaan van de eerste commerciële olieput in Titusville (Florida) in 1859 en het afschaffen van de slavernij in de VS zat slechts zes jaar. Een afweging die daarenboven sterk verschilde in het meer landelijke, minder geïndustrialiseerde Zuiden, waar de transport -en gebruiksprijs van fossiele brandstoffen hoger lag.

Sinds de Oudheid hebben mensen -afhankelijk van hun omgeving- 3500 tot 5000 kcal per dag nodig om te overleven. Jager-verzamelaars gedijen in omgevingen die zo energiearm zijn dat ze geen kerngroepen kunnen dragen, en aanzetten tot rondtrekken. Een context waarin bezit een last wordt, terwijl sociale vaardigheden en delen belangrijker, en weglopen van autoriteit eenvoudiger. Als elke beslissing nota bene op leven en dood is, dan lijkt direct inspraak gewenst, zeker als de beperkte grootte van de groep dit ook praktisch toelaat.

Het belang van bezit, én de overlevering ervan, groeit samen met de opkomst van landbouw en sedentarisering. Met de specialisering in ambachten groeide het energiebudget, maar via vaste sociaal-economische en genderrollen ook de ongelijkheid. Toch steeg de maximale dagelijkse energieoogst in al die landbouw Rijken nooit boven 35.000 kCal, ‘het organisch plafond’. Pas in de laatste twee eeuwen met fossiele brandstoffen neemt dit toe tot 220.000 kCal per dag, per persoon. Fossiele ruimte waarin organische productie, afkomst, genetische/gender kenmerken, minder belangrijk wordt, en waarin onderwijs, zorg en democratie zich kan ontwikkelen. Gebieden zonder een fossiel energieoverschot zullen zelden democratisch zijn.

Nodige en voldoende energievoorwaarde voor  democratie

Onmiskenbare zijn ook petro- of steenkoollanden niet altijd democratisch. Een energieoverschot resulteert niet automatisch in democratieën. Energieoverschot is de nodige voorwaarde, maar de verdeling van dit overschot zodat iedereen in een soort dagelijks basisinkomen energie kan voorzien is de voldoende voorwaarde.

Ter illustratie, via kolonisering en slavernij genereerden zowel het Oude Athene als Sparta een energieoverschot. Toch kregen enkel de Atheners (of 10% ervan) burgerschapsrechten. Dit was het gevolg van een politieke keuze, weliswaar binnen een energiekader dat dit mogelijk maakte.

Politieke keuzes rond eigenaarschap en verdeling zijn doorslaggevend, bewijzen ook hoe verschil in landeigenaarschap in Britse en Iberische koloniseringsstrategieën bepalend werd voor het democratisch succes na dekolonisering.

De mogelijkheid om deze politieke keuzes af te dwingen, worden dan weer bepaald door de kenmerken van de energiebron. Arbeidsintensieve, gedecentraliseerde energiebronnen, die dicht bij de consument worden ontgonnen en diep verankerd zijn in een afhankelijke economie -zoals steenkool in de 19de eeuw- helpen om deze rechten af te dwingen. Bij olie daarentegen is het detectie-, ontginning- als verwerkingsproces ervan is meer hoogtechnologisch. Bovendien liggen olievelden in de woestijn of op zee, ver weg van lokale gemeenschappen. Dit maakt ze eenvoudiger monopoliseerbaar en energiedemocratie moeilijker af te dwingen.

Democratische toekomst binnen vier energiescenario´s 

Tijdens de fossiele energietoename schaalde zowel de historische als de geografische dimensie van energie op. Van een koolstofcyclus van één jaar (voedsel) of enkele decennia (hout), tot miljoenen jaren, en geografisch van een lokaal product dat uit onze directe omgeving werd geoogst naar een nationaal goed (steenkool) en later zelfs mondiaal (olie). Zoals sommige afhankelijkheidstheorieën uitbuitingsmechanismen van kolonisering aanwijzen als katalysator voor toegevoegde waarde om democratie mogelijk te maken. Zo is de toegevoegde waarde uit fossiele arbeid, als het koloniseren van de toekomst.

Indien de evolutie van democratie de uitbreiding van burgerschap op basis van de grote en verdeling van energiebudgetten zou met jaarlijks 178PW aan zonne-energie (waarvan slechts 0,7% wordt omgezet in organisch materiaal en 0,08% fossiliseert) ecologisch burgerschap binnen de grenzen ruimtelijke en historische grenzen mogelijk moeten zijn.

Toch ontplooien door klimaatcrisis en piekolie zich op dit moment tegelijkertijd vier scenario’s. Twee van energieschaarste en twee van energieovervloed, maar waarvan slechts één voldoet aan de nodige en voldoende energetische voorwaarden voor democratie.

  • Waar piekolie of klimaattaksen het goedkoop, fossiel energieoverschot wegnemen, winnen oude, conservatieve landbouwwaarden (aanvaarding van materiële, politieke en genderverschillen) opnieuw aan kracht.
  • Terugvallende oogst door klimaatextremen, maakt sommige energieomgevingen niet langer geschikt om groepen permanent te huisvesten waardoor permanente migratie en egalitaire, nomadische waarden toenemen.
  • Technologische innovaties om de hoeveelheid zonne-energie te vangen kunnen in theorie volstaan om permanent in de nodige voorwaarde voor democratie (energieoverschot) te voorzien.
  • Eigenaarschap, energiegemeenschappen en energiedemocratie op projectniveau, scheppen de voldoende voorwaarde voor democratiegunstige contexten. Een beleidskader dat, op basis van de eigenschappen van de energiebron (cfr steenkool en aardolie) burgers in die mogelijkheid voorziet is daarom essentieel.
