DE RELATIE TUSSEN ZWEDEN EN NAVO (1948-2020): MAAKT 'PARTNER NUMBER ONE' EEN EINDE AAN MEER DAN 200 JAAR NEUTRALITEIT?

Het Zweeds neutralisme staat sinds de Oekraïne-crisis onder grote druk. De afgelopen 200 jaar bleek het beleid bijzonder resistent tegen het conflictueuze internationaal systeem. In tegenstelling tot de meeste Europese staten, bleef het land bespaard van beide wereldoorlogen. Hoewel de kern van deze politiek doorheen de tijd sterk afzwakte, is Zweden tot op vandaag nog steeds formeel niet-gebonden.

Na het einde van de Koude Oorlog, zocht Zweden toenadering tot de westerse instituties. De toetreding tot het Partnership for Peace (PfP) (’94) – een samenwerkingsprogramma van NAVO – en het lidmaatschap van de Europese Gemeenschappen (’95) waren tekenend voor deze harmonisering. De heimelijke afspraken tussen het land en de Atlantische Alliantie in de bipolaire setting, werden zodoende vervangen door een formele coöperatie.

Realisme

Doorheen de tijd is het Zweedse neutraliteitsbeleid sterk onderhevig geweest aan realistische en idealistische leitmotiven. Het eerstgenoemde aspect duidt op het bestendigen van het nationale bestaan, m.a.w. de raison d’état. Dit uit zich in een sterke focus op veiligheidskwesties, belangen en geringe aandacht voor morele pretenties. Een dergelijke houding manifesteert zich in een onvoorspelbaar en gevaarlijk internationaal systeem, bijvoorbeeld tijdens de eerste twee decennia van de Koude Oorlog.

Zweedse beleidsmakers poogden op deze manier om betrokkenheid in een potentiële Derde Wereldoorlog ten allen prijze te vermijden. Het neutralisme – historisch een succesvolle beleid – moest dit bewerkstelligen. Aangezien de Zweedse neutraliteit niet verankerd is in het internationaal (verdragen-)recht of de nationale grondwet, bood deze enigszins meer politieke bewegingsruimte dan bij geneutraliseerde staten als Oostenrijk en Finland.

Het Zweeds neutralisme bestond concreet uit twee elementen. Enerzijds moest het beleid geloofwaardig overkomen ten aanzien van derde staten – lees de Verenigde Staten en de USSR (credibiliteit). Anderzijds was het noodzakelijk om over voldoende territoriale defensiecapaciteiten te beschikken, om een militaire aanval van een andere staat te ontraden / weerstaan (afschrikking).

Net als bij het permanent neutrale Zwitserland, was dit tweede aspect bijzonder problematisch. Zweden was namelijk, ondanks de gesofisticeerde nationale defensie-industrie, in grote mate afhankelijk van externe wapensystemen en technologie. Dit fenomeen wordt het gewapende neutraliteitsparadox genoemd, en impliceerde dat Zweden zich economisch aan het Westen moest binden om het defensievermogen te kunnen bestendigen.   

Het land integreerde niet veel later ook op militair vlak met het Westen, iets wat strikt geheim gehouden werd tot beginjaren 90. Rysskräcken of russofobie, betond al eeuwenlang in de Zweedse samenleving, en dateerde van de Napoleontische Oorlogen. Hoewel het Koninkrijk formeel neutraal was – en men de ongebreidelde  machtspolitiek van beide blokken verafschuwde – waren de toenmalige beleidsmakers quasi uitsluitend verontrust over militaire agressie vanwege de Sovjet-Unie.

De geostrategische ligging van Zweden was hierbij essentieel. Om doelwitten te bombarderen in het Russische hartland, dienden geallieerde bommenwerpers gebruik te maken van het Zweedse luchtruim. De route over de Zuid-Baltische regio – Oost-Duitsland, Polen, Kaliningrad… - was namelijk te zwaar gemilitariseerd. Zowel West als Oost, wisten dat het Zweedse leger geen weerstand zou bieden tegen geallieerde overvluchten bij een imminente Derde Wereldoorlog. Bij het Oostblok zou men dit echter niet tolereren, waardoor een preventieve Russische aanval – of militaire bezetting in extremis – op de Zweedse infrastructuur een zekerheid werd bij een grootschalige clash tussen Moskou en Washington.  

Idealisme

De idealistische functie van het Zweeds neutraliteitsbeleid duidt op het Kantiaans geloof in de mogelijkheid op een geleidelijke ontwikkeling van een vreedzame internationale samenleving. Dit gebeurt door middel van langdurige transformaties, en de rehabilitatie van onrechtplegers om stabiliteit en orde te waarborgen. Idealistische beweeggronden – dewelke voornamelijk een rol begonnen te spelen in de latere decennia van de 20ste eeuw, meer bepaald tijdens de détente tussen West en Oost - omvatten de steun voor normatieve verandering binnen de internationale betrekkingen, door normen en waarden te exporteren en het gebruik van interstatelijk geweld te reguleren.

Vanaf eindjaren 60 begon Zweden zich onder leiding van premier Olof Palme, op te werpen als een morele supermacht. Het small state realism maakte zodoende plaats voor “ “ idealism. Concreet werd er binnen de idealistische rolconceptualisatie grote nadruk gelegd op:

- Een belangrijke rol voor het internationaal recht en een sterke VN als grondslag van de wereldpolitiek.

- Conflictbemiddeling: het ageren als Schutzmacht , onder meer door de verstrekking van “gute Dienste. Deze ‘diensten’ impliceren de intentie en het streven om, in geval van oorlog tussen derde staten, hulp te bieden bij het zoeken naar een vreedzame regeling voor het dispuut.

- Ontwikkelingssamenwerking en solidariteit met het Globale Zuiden

- Inspanningen voor wapenbeheersing en nucleaire ontwapening 

- Humanitair recht & humanitaire interventie, samen met het Responsibility to Protect (R2P) gegeven, en de noodzaak om de veiligheid van anderen te garanderen: Being a force for good”, doing good en saving strangers.

 

Lidmaatschap haalbaar?

Binnen het PfP-kader ontpopte Zweden zich tot een capabele en betrouwbare NAVO-partner, en is overigens een betere security provider dan menig alliantielid. . Het land wordt ook wel eens een allied partner of partner number one genoemd in de wandelgangen van het NAVO-hoofdkwartier in Brussel. Door de substantiële militaire bijdragen aan alle belangrijke NAVO-geleide missies heeft het leger een grote mate van interoperabiliteit verkregen. Bijgevolg voldoet Zweden aan alle voorwaarden voor NAVO-lidmaatschap. Voor de alliantie zou een Zweedse toetreding van groot belang zijn voor de verdediging van de geografisch geïsoleerde Baltische staten.  

Door decennialange besparingen op territoriale defensie, in combinatie met de Russische dreiging in het Oostzeegebied, staat Zweden er slecht voor. Een formele lidmaatschapsaanvraag zou dan ook een logische (lees realistische) stap zijn, en de verzilvering van jarenlange vruchtbare samenwerking. Uit verschillende peilingen blijkt echter dat er bij de publieke opinie weinig animo bestaat voor een dergelijke stap. Mocht er een parlementaire meerderheid voorstander zijn van toetreding, is een referendum een grondwettelijke vereiste.

Hoewel de Sociaaldemocratische Partij aan macht inboet, is het nog steeds de dominante fractie. Het huidige kabinet, onder premier Stefan Löfven, bestaat uit een coalitie van sociaaldemocraten en groenen. Hoewel hardliners als defensieminister Peter Hultqvist nauwere betrekkingen willen aangaan met de alliantie, staat lidmaatschap deze ambtstermijn niet op de agenda.
