Democratische terugval of stabilisering? De rol van de democratiedatasets

De democratie valt niet terug. Maar het gaat ook niet vooruit.

Er gaat geen dag voorbij dat er in de media een opiniestuk of nieuwsartikel verschijnt over de terugval van democratieën. Toch is niet iedereen eens met die vermeende terugval.

Proces van democratisering

De jaren ‘80 en ‘90 waren hoogdagen voor de democratie. Op tien jaar tijd kwamen er toen 15 democratieën bij en een jaar later, in 1991, was de wereld er nog eens 12 rijker. Deze nooit eerder geziene stijging voedde de redenering van politicologen dat de liberale democratie het ultieme uitgangspunt werd voor alle niet-democratische regimes elders in de wereld. Vooral de roemruchte ‘End of History’-theorie van de Amerikaanse politicoloog Francis Fukuyama had een grote invloed op de overoptimistische geest van de tijd.

Zodra het democratiseringsproces begon te schommelen, begin jaren 2000, verduisterde het politieke klimaat snel. Niet alleen de nieuw gevormde democratieën vertoonden meer en meer ondemocratische tendensen, maar ook de oude, gevestigde democratieën. De westerse wereld bleef trouwens ook niet gespaard van de populistische opmars. We weten vooralsnog niet of Donald Trump na één regeerperiode afgeserveerd zal worden, of dat Thierry Baudet een rijzende ster zal worden, maar de vergoelijking van populisme zet zich door. Uiteraard mogen we niet alles zomaar in de schoenen schuiven van de leiders. Er is meer aan de hand dan dat.

Twee kampen

‘Pessimistische’ democratie-onderzoekers als Valeriya Mechkova, Anna Lührmann en Staffan Lindberg hebben bovendien een serieuze daling gevonden van het aantal democratieën tussen 2013 en 2017, en dit achten ze als een mokerslag in het proces van democratisering. Aan de andere kant zijn er ‘optimistische’ politicologen die pertinent stellen dat er een stabilisering aan de gang is. De Amerikaanse politicologen Steven Levitsky en Lucan Way geven bijvoorbeeld aan dat er tussen 2005 en 2013 meer landen democratiseerden (10) dan landen die zijn teruggevallen (8). Deze optimistische auteurs beweren dat de meeste significante dalingen niet hebben plaatsgevonden in democratieën, maar in regimes die reeds autoritair waren, zoals de Centraal-Afrikaanse Republiek, Gambia, Guinee-Bissau en Jordanië. Volgens Levitsky en Way is het algemene beeld van het afgelopen twee decennia er één van stabiliteit. Het is voor deze auteurs zeker mogelijk om enkele gevallen van democratische terugval te identificeren, maar ze vinden dat het aantal gevallen dat stabiel is gebleven of vooruitgang heeft geboekt, elke notie van democratisch terugval falsifieert.

Hoe zit het nu echt met de democratie?

De pessimistische auteurs doen uitschijnen dat de democratieën als idee en als politiek systeem over de hele wereld onder druk staan. Maar optimistische auteurs zijn het niet eens met deze veronderstellingen.

Welke van de twee strekkingen kan de sterkste kaarten voorleggen? Als we de absolute cijfers van democratieën bekijken, heeft het aantal democratieën volgens de Amerikaanse NGO die de politieke vrijheid en de burgerlijke vrijheid onderzoekt, Freedom House, een hoogtepunt bereikt in 2012, en volgens een andere Amerikaanse NGO, Polity IV, in 2016. Het Zweedse democratie-instituut, Varieties of Democracy (V-Dem), vertoont zelfs een hoogtepunt in 2018. Enkel de Britse onderzoeksinstelling, The Economist Intelligence Unit, geeft sinds 2006 een systematische daling weer omdat ze een strengere beoordeling heeft voor democratieën. Zelfs België, dat in elk andere dataset als volwaardige democratie wordt beschouwd, is volgens The Economist I.U. sinds 2016 een zogenaamde ‘gebrekkige democratie’.

Geen globale crisis

Er is dus geen robuuste evidentie voor een globale democratische crisis. Uit de analyses bleek dat de pessimistische auteurs in de minderheid zijn. De democratie blijft nog steeds de beste regeringsvorm, althans volgens de huidige zeitgeist, ook al zegeviert de Helleense vrijheidsidealen en Romeinse rechtstaatsidealen niet overal ter wereld. Het proces van democratisering lijkt dus op dit moment bevroren te zijn en er wordt op korte termijn niet verwacht dat er grote verschuivingen zullen plaatsvinden in de tektonische platen van de politieke regimes wereldwijd.
