Fake news in de ogen van de Chinese overheid: Een analyse aan de hand van de berichtgeving over fake news in de People's Daily

Een Chinese blik op fake news

Ik hoor het u al denken: oh nee, weer een artikel over fake news. Deze reactie is enigszins begrijpelijk, want fake news is de laatste tijd alomtegenwoordig in de media en ook daarbuiten. Toch is het misschien de moeite waard om even verder te lezen, want in tegenstelling tot andere berichtgeving gaat het deze keer niet over Donald Trump en consorten. We verleggen onze focus even naar het Verre Oosten om eens te bekijken hoe de Chinese overheid het concept fake news benadert. Het zou immers best kunnen dat hun interpretatie van fake news verschilt van wat wij doorgaans met dit concept associëren.

Wanneer we enkele fake news gerelateerde artikels uit de People’s Daily (de Chinese staatskrant) van naderbij bekijken, valt het eerst en vooral op hoe rijk de Chinese taal is. Een kleinschalig tekstueel onderzoek leverde maar liefst elf termen op die rechtstreeks te linken zijn met fake news en zes termen die verwijzen naar online fake news. Sommige van deze termen komen al ettelijke tientallen jaren voor en zijn naar alle waarschijnlijkheid ook al onderhevig geweest aan enkele kleine betekenisverschuivingen. Een eerste duidelijke verwijzing naar online fake news is echter pas terug te vinden in een artikel uit 2003. Dit alles duidt erop dat de start van het Chinese overheidsdiscours omtrent fake news al meer dan een decennium achter ons ligt. Dit wijst er met andere woorden op dat het concept fake news al een lange geschiedenis kent in China.

De Chinese overheid lijkt het begrip fake news ook ruimer te interpreteren dan louter fictief nieuws of fictieve informatie. Deze ruimere invulling uit zich bijvoorbeeld in verwijzingen naar een connectie tussen fake news en overdreven opinie-uitingen of de verspreiding van extreme standpunten.

Het lijkt er ook op dat geruchten een belangrijke rol spelen in het Chinese overheidsdiscours omtrent fake news. Men stelt geruchten gelijk aan ongeverifieerde of overdreven informatie waarvan de inhoud vals en schadelijk is. Algemeen komt het erop neer dat men fake news lijkt te beschouwen als een typische uitingsvorm van online geruchten. Online geruchten vormen met andere woorden het grote geheel waartoe fake news behoort.

Een laatste interessante bevinding die naar voor komt is het feit dat er in veel fake news gerelateerde artikels uit de People’s Daily een onderliggende boodschap aanwezig lijkt te zijn die oproept om enkel informatie te vertrouwen die door de overheid of de mainstream media is verspreid.

Laat het duidelijk zijn dat dit beperkte onderzoek geen sluitende definitie aanreikt van wat de Chinese overheid nu precies verstaat onder het concept fake news. Desalniettemin geeft deze thesis enerzijds een idee over hoe men fake news in China benadert en illustreert ze anderzijds dat er geen eenduidige definitie is van dit intrigerende concept.
