Humanitaire Hulp in de Franse Jungle: Waar Ligt de Grens?

HUMANITAIRE HULP IN DE FRANSE JUNGLE: WAAR LIGT DE GRENS?

In de pers gaat veel aandacht naar de problematiek rond transmigranten in Noord-Frankrijk. Het is een complexe situatie, waardoor vernieuwende vormen van solidariteit tot stand komen. Maar wie zijn de vrijwilligers die in de zogenaamde Refugee Jungles actief zijn? De scriptie “Bringing Humanitarianism to the Grassroots” brengt de persoonlijke ervaringen van deze vrijwilligers in beeld. 

Al sinds de jaren 90 komt de Noord-Franse regio Nord-Pas-de-Calais onder de aandacht  door een aanhoudend komen en gaan van vluchtelingen. De nauwe zeestraat tussen Engeland en Frankrijk is voor vele vluchtelingen de laatste grens die ze willen oversteken. De overtocht wordt in stand gehouden door een lucratief smokkelnetwerk. Mensen wachten soms maandenlang op een kans om over te steken, en hierdoor ontstaan zogenaamde Refugee Jungles. Het zijn geïmproviseerde nederzettingen waar vluchtelingen in bossen of open velden leven.

Deze mensen, in het breder debat transmigranten genoemd, leven er in erbarmelijke omstandigheden hopend op een beter bestaan. Het lijkt alsof ze in de transitzone van een luchthaven zijn; alleen is het personeel buitensporig gewelddadig, kunnen de wachttijden oplopen tot ettelijke maanden en worden de rechten van de mens er telkens opnieuw geschonden.

HULPVERLENING VOOR ÉN MET VLUCHTELINGEN

De burgemeester van het dorp Grande-Synthe ondernam verschillende pogingen om hiervoor een oplossing te vinden. Hij opende in maart 2016 het eerste humanitaire vluchtelingenkamp in Frankrijk. Meer dan een jaar geleden ging het kamp volledig in vlammen op, waarna opnieuw een Jungle ontstond. Weinig grote humanitaire organisaties boden er hulp. Bijvoorbeeld, het Rode Kruis kwam sporadisch langs, terwijl er wel 800 mensen in de bossen (over)leefden. Schrijnende tekorten motiveerden een netwerk van mensen om het heft in eigen handen te nemen en de immense leemtes in de hulpverlening in te vullen.

“Ik scheurde mijn eerste plastic zak open. Een weeïge verbrande geur vulde de ruimte. De bewoners hadden geen enkele kans om overgebleven spullen uit de assen te halen. Samen met andere vrijwilligers ga ik op zoek naar belangrijke voorwerpen. Tijdens deze zoektocht word ik voor het eerst geconfronteerd met de individualiteit van de mensenmassa uit het kamp. Ik vind knuffels, familiefoto’s, documenten, notitieboekjes,...  Dit waren de spullen die de beschimmelde houten hutjes in het kamp ietwat opsmukten. De ruimte waar we de zakken sorteerden werd stil, onze handen werden zwart en de geur bleef me een lange tijd achtervolgen."

Na de brand startte ik mijn scriptieonderzoek in de Grande-Synthe Jungle. Ik was er twee maanden actief als vrijwilliger bij het Refugee Women's Centre. Onmiddellijk merkte ik op hoe de organisatie bewust het gebruik van strenge regels en hiërarchie bij hulpverlening in vraag stelde. Het dragen van fluohesjes werd vermeden omdat dit de afstand tussen de vrijwilligers en vluchtelingen zou vergroten. Bovendien wisselden ze hun persoonlijke contactinformatie uit met de vluchtelingen en bouwden vriendschappelijke relaties op.

Deze ingesteldheid was eigen aan de verschillende Horizontale Grassroots organisaties in de regio. Horizontaal, omdat deze organisaties zich onderscheiden van de traditionelere humanitaire hulpverlening door het vermijden van hiërarchische structuren. En Grassroots, omdat de hulpverlening wordt voorzien door niet-professionele individuen gedreven door solidariteit. In deze aanpak staan vriendschap, menselijkheid en betrokkenheid centraal. Terwijl bij de meer traditionele hulpverlening de nadruk vaak ligt op professionaliteit, afstandelijkheid en neutraliteit. Sommige organisaties gingen zelfs zo ver dat hun vrijwilligers sliepen in de kampen en samenwerkten met de vluchtelingen: hulpverlening voor én met vluchtelingen.

ONBEGRENSDE SOLIDARITEIT

Dit soort hulpverlening, die niet enkel beperkt is tot de Franse context, kreeg nog maar weinig academische aandacht. Het is belangrijk de impact van deze persoonlijk betrokken aanpak te onderzoeken. Hier is echter geen eenduidig antwoord op. Enerzijds ontstaat er een genuanceerde en geïndividualiseerde hulpverlening door de vriendschappelijke relaties. Anderzijds komen verschillende dilemma’s naar voor zoals: Wanneer ben je te betrokken als vrijwilliger? Wanneer creëer je verwachtingen die je niet kan inlossen? Kunnen vrijwilligers dit soort betrokkenheid emotioneel handhaven?

De vrijwilligers konden door de sterke vertrouwensbanden snel inzichten verwerven. Bijvoorbeeld, opmerken wanneer iemand in handen van een smokkelnetwerk was gevallen. Maar diezelfde vertrouwensbanden zorgden ook voor een grote verantwoordelijkheid. De vrijwilligers reageerden vaak vanuit hun buikgevoel, dit wordt aanzien als een menselijke aanpak, maar zorgt eveneens voor situaties waarin vrijwilligers veel stress ervaren.

IRENE EN LAYLA

Twee vrijwilligers, Irene en Layla*, stonden na de brand iedere nacht in voor de bevoorrading in de Jungle. Ze toerden rond in de bossen met slaapzakken en thee. Wanneer ze ‘s nachts  minderjarigen  tegenkwamen, verzetten ze hemel en aarde om een opvangplaats te voorzien. Door hun grote betrokkenheid hielden ze  er nauwe banden op na met veel vluchtelingen. Deze betrokkenheid eiste echter zijn tol: slapeloze nachten en een onbegrensd verantwoordelijkheidsgevoel. Hun gezondheid, zowel fysiek als mentaal, begon te lijden onder de intense taak die ze op zich hadden genomen. Toen ze zich genoodzaakt zagen een lange pauze in te lassen, kon niemand hun taak overnemen en liepen de vluchtelingen er verloren bij.

Hierbij rijst de vraag: waar ligt de grens? Wat is het juiste evenwicht in een betrokken en menselijke aanpak, zonder jezelf er volledig in te verliezen? Organisaties met een meer afstandelijke werking deden de vrijwilligers vaak af als naïeve idealisten die de vluchtelingen als het ware te veel "verwennen". Wat wel vaststaat, is dat de Grassroots vrijwilligers het grootste deel van de hulpverlening in de regio organiseren. Het mogen dan geen professioneel opgeleide hulpverleners zijn - het zijn wel mensen die solidair zijn, daar waar grote organisaties en de Franse overheid falen. Hun visie stelt humanitaire hulp in vraag en ontdekt wat de voordelen van een meer betrokken aanpak kunnen zijn. Hun aanwezigheid is ongetwijfeld betekenisvol voor de vluchtelingen - het is dus een tendens die niet zomaar kan worden afgedaan als een onbeduidend fenomeen.
