Waarom zijn prijsaanduidingen verplicht sinds de Eerste Wereldoorlog?

Prijsaanduidingen in winkels zijn vandaag zo vanzelfsprekend, dat we bijna zouden vergeten dat winkeliers hiertoe ook wettelijk verplicht zijn. Van de Belgische wetgever moeten handelaars hun prijzen immers “leesbaar,” “zichtbaar,” en “ondubbelzinnig” aanduiden. Deze verplichting wordt vandaag politiek niet ter discussie gesteld, en in de regel wordt ze nagenoeg overal ook nageleefd. Deze verplichting dateert van kort na de Eerste Wereldoorlog. Op dat moment was deze verplichting echter allerminst banaal, maar botste ze op veel weerstand bij kleinhandelaars. Het was toen immers zeer ongebruikelijk dat de nationale overheid zich met hun zaken bemoeide.

Het verband tussen de Eerste Wereldoorlog en deze ogenschijnlijk banale verplichting lijkt vandaag niet onmiddellijk voor de hand te liggen. Wanneer het over de oorlog gaat, neigen we er immers naar om in de eerste plaats op de militaire aspecten te focussen. De wereldoorlog had echter ook verregaande sociale en economische gevolgen. De verplichting tot prijsaanduiding toont aan hoe die effecten tot op de dag van vandaag doorwerken. Zo maakte de Eerste Wereldoorlog een einde aan een lange periode van prijsstabiliteit in Europa. De nieuwe inflatie had verschillende oorzaken: de handelsoorlog, de toename van de geldhoeveelheid, en het einde van de goudstandaard. Omwille van de bezetting speelden deze factoren dat nog eens extra sterk in België. Op het einde van de oorlog waren de prijzen in België de hoogste in heel Europa.

Deze prijsstijgingen zetten de Belgische samenleving onder hoogspanning. Grote groepen zagen zich immers in hun levensonderhoud bedreigd door de oorlogsinflatie. Vooral stadsinwoners die voor hun dagelijks brood afhankelijk waren van de markt, hadden het zwaar te verduren. Aan de andere kant wisten sommige groepen, zoals landbouwers en fabrikanten grote fortuinen te vergaren. Wanneer de bezetter op het einde van de oorlog wegtrok, was dit één van de meest nijpende problemen voor de nieuwe Belgische regering: zorgen dat er voldoende voedsel in het land was, en dit aan stabiele prijzen. Dit was niet alleen voor veel gezinnen een levensnoodzakelijke kwestie, maar ook voor het Belgisch politiek bestel zelf. In zowel het Russische als Duitse keizerrijk als de Oostenrijks-Hongaarse Dubbelmonarchie had het voedseltekort immers in belangrijke mate de legitimiteit van desbetreffende regimes ondergraven.

De Belgische regering zou in 1919 daarom enkele drastische interventies doen. Er werd een Bevoorradingsdienst opgericht, die in een periode van 2,5 jaar zo’n 2,5 miljoen ton broodgranen invoerde. Daarmee deed de Bevoorradingsdienst kwantitatief een veel grotere inspanning dan het Nationaal Voedingscomiteit dat tijdens de oorlog 2,3 miljoen ton invoerde op een periode van 4,5 jaar. Daarnaast werd een gigantische koelopslagplaats in de Antwerpse haven gebouwd, die de invoer van diepgevroren vlees moest faciliteren. Diepgevroren vlees was goedkoper, maar was voor de oorlog nagenoeg onbekend in België omdat het aan strenge invoervoorwaarden onderworpen was. Die waren bedoeld om de binnenlandse vleesproducenten te beschermen. Na de oorlog werd er met de belangrijkste invoerhindernissen voor vlees, maar ook bijvoorbeeld voor boter komaf gemaakt. Door al deze ingrepen zou het dieet van de gemiddelde Belg gevoelig verbeteren na de Eerste Wereldoorlog. Vooral “wit brood” echter was een staatszaak. Na jaren grijs oorlogsbrood hebben gegeten, verlangde de Belgische bevolking immers naar het wit tarwebrood van voor de oorlog. De Bevoorradingsdienst zou snel terug wit brood op de markt brengen. In mei 1920 zou de regering de productie van wit brood  terug verbieden. De productie van bloem werd immers te verspillend gevonden. Er mocht enkel nog bruin brood verkocht worden. Omwille van het protest van de bevolking zag de regering zich echter gedwongen om snel op haar stappen terug te keren. Tot slot zou de regering voor een kleine korf “allernoodzakelijkste” goederen ook maximumprijzen opleggen. Het was de eerste keer in de Belgische geschiedenis dat de nationale overheid zulke interventies zou doen. Deze interventies moesten strafrechtelijk daarenboven ook afgedwongen worden. In de drie eerste jaren na de Wereldoorlog moesten in totaal 22 452 mensen voor de correctionele rechtbank verschijnen voor een inbreuk tegen de bevoorradingswetten. Enkel voor diefstal waren er meer betichten.

Veel van deze maatregelen werden weer afgevoerd in 1921 toen de economische situatie weer was genormaliseerd. In de Kamer bestond er grote consensus tussen de verschillende partijen over de afbouw van dit beleid, net zoals er grote consensus bestond over het gevoerde beleid de jaren ervoor. Toch zouden er enkele maatregelen de Bevoorradingsdienst overleven. De koelopslagplaatsen bleven. De importrestricties van vlees en boter bleven opgeheven, en de consumptie ervan steeg navenant. Tot slot bleef ook de prijsaanduiding voor kleinhandelaars verplicht, een maatregel die in maart 1919 was ingevoerd. Deze  verplichting werd permanent door middel van de wet van 30 juli 1923. Door middel van deze wet wou de regering de consumenten in staat stellen om de prijzen “onafhankelijk” van de verkoper vast te stellen. Daarenboven wou ze ervoor zorgen dat de prijzen voor alle consumenten gelijk waren, en niet meer “à la tête du client” werden gemaakt. De wet was dus zowel opgevat als een sociale maatregel als een liberale maatregel die de vrije mededinging moest bevorderen. Ondanks enkele tegenwerpingen over “metershoge borden” , werd de wet met slechts 5 tegenstemmen aangenomen. Deze verplichting was misschien geen revolutionaire maatregel, maar wel een erg nieuwe.

De overheid greep dan wel niet  rechtstreeks in op de prijzen, ze zou wel meer dan ooit tevoren ingrijpen op de context  waarin deze tot stand kwamen. Impliciet erkende de Belgische politieke klasse hiermee ook dat prijzen niet zomaar tot stand komen in een vacuüm van vraag en aanbod, maar dat aan elke prijs ongelijke machtsverhoudingen tussen kopers en verkopers ten gronde liggen en dat de overheid daar een rol in kon spelen. Door middel van deze verplichting gaf de Belgische overheid de consument dus een klein beetje meer “macht” op de markt. Paradoxaler wijze zou het internationale conflict van de jaren 1914-1918 de Belgische staat dus dwingen om steeds meer in het belang van de Belgische consument te denken. Net als de oorlogsmonumenten zijn deze interventies ook nog vandaag steeds aanwezig in de publieke ruimte.
