Sociale implicaties van stadsvernieuwing: Een multilevelstudie naar de invloed van gentrificatie op sociale cohesie in Gentse wijken.

Stadsvernieuwing verbetert ook het sociale buurtleven

De opwaardering van lagere inkomensbuurten zorgt ervoor dat de buurtbewoners meer gehecht worden aan elkaar en aan de buurt zelf. Dat is de conclusie van de thesis van Eva Christiaens, master in de sociologie aan de UGent, die de sociale gevolgen van stadsvernieuwing in Gentse wijken onderzocht. De bevinding is interessant voor stedelijke beleidsmakers omdat eerder verondersteld werd dat zulke stadsvernieuwing het buurtleven net ontwricht.

Opwaardering als stedelijk beleidNet zoals vele andere steden wilt Gent de laatste jaren meer jonge gezinnen naar het stadscentrum lokken. Verschillende initiatieven moeten zorgen voor een toestroom aan tweeverdieners, investeerders en toeristen. Wanneer stadsvernieuwing binnen deze beleidsagenda plaatsvindt, kan dit voor gentrificatie zorgen. Gentrificatie is de opwaardering van sociaal-economisch achtergestelde stadsbuurten, gepaard met een verschuiving in het bevolkingsprofiel. Meer bepaald zullen meer middenklassebewoners de buurt intrekken, soms met verdringing van andere (kwetsbare) groepen als gevolg.

De Gentse Rabotwijk is een mooi voorbeeld van gentrificatie: tegelijk met het nieuwe justitiepaleis, het Rabotpark en moderne lofts volgde een instroom van jonge (middenklasse) gezinnen en een stijging van de huurprijzen.

De gevolgen van gentrificatieDe gevolgen van gentrificatie zijn niet eenduidig, maar over het algemeen geldt dat de buurt opwaardeert, meer investeringen aantrekt en dit ook criminaliteit en sociale problemen omlaag helpt. De komst van de middenklassers zou voor een sociale mix zorgen in het bevolkingsprofiel, die tolerantie onder de bewoners kan bevorderen. Anderzijds kunnen lagere inkomensgroepen en/of migranten evenzeer uit de buurt worden verdrongen door stijgende huurprijzen of de komst van de nieuwe inwoners. Er ontstaat dus niet altijd een sociale mix, en bovendien is deze sociale mix niet in alle gevallen bevorderlijk voor het contact tussen de buren onderling. Bij grote inkomensverschillen kan even goed segregatie ontstaan.

Sociale cohesie is een concept dat dit contact en de binding tussen de buren probeert te bepalen. Het best valt sociale cohesie te vergelijken met een soort sociale lijm, die de buren aan elkaar en aan de buurt linkt. Het gaat dan om de aanwezigheid van sterke sociale banden, zoals frequent contact met de buren, gedeelde waarden en normen, sociale controle in de buurt en de hechting die de inwoners met hun buurt zelf hebben. Naast deze banden veronderstelt sterke sociale cohesie ook de afwezigheid van conflict of polarisatie. Grote inkomensverschillen kunnen in deze zin dus ook zorgen voor een afname van de sociale cohesie.

OnderzoeksopzetIn deze thesis werd onderzocht of en hoe gentrificatie de sociale cohesie binnen de buurt beïnvloedt.

Het onderzoek gebeurde via multilevelanalyse op basis van de Gentse Leefbaarheidsmonitor 2013 en de Buurtmonitor (2005 t.e.m. 2012). De gegevens werden opgevraagd per statistische sector, het laagste buurtniveau en daarom het meest precies om de directe leefomstandigheden te onderzoeken. Sectoren die in 2005 een lager gemiddeld inkomen en hogere werkloosheidsdruk kenden dan geheel Gent werden als sociaal-economisch gedepriveerd beschouwd. Kenden deze sectoren over de periode 2005-2012 een sterkere opwaardering dan Gent als geheel, dan werden zij ook verondersteld gentrificatie te hebben doorgemaakt. Dit leverde 31 gegentrifieerde sectoren op, die zich voornamelijk in de Gentse 19de eeuwse gordel en in de stadsrand situeerden. In deze buurten vonden binnen diezelfde periode ook veel vernieuwingsprojecten plaats.

De effecten van gentrificatie werden op twee facetten van sociale cohesie gemeten. Ten eerste het sociaal kapitaal binnen de buurt, met name de frequentie en kwaliteit van het contact onder de buren. In buurten met veel sociaal kapitaal hebben de buurtbewoners veel sociale hulpbronnen om op terug te vallen, zoals wederkerige vriendschappen en vertrouwensrelaties, of simpelweg buurman Jan die zijn grasmaaier wel eens wilt uitlenen aan buurvrouw Els als de hare het niet meer doet. Ten tweede werden de effecten van gentrificatie op buurtbinding gemeten, een ander facet van sociale cohesie dat vooral nagaat hoe sterk de buurtinwoners gehecht zijn aan hun specifieke buurt.

Gentrificatie blijkt positief voor de sociale cohesieEerder onderzoek vond voornamelijk negatieve effecten van gentrificatie op sociale cohesie terug. In eerste instantie werden die negatieve effecten ook in deze thesis teruggevonden. Maar bij controle voor de sociaal-economische deprivatie van de sector, bleek het negatieve effect van gentrificatie niet langer geldig. In de statistiek noemt men dit tegengesteld teken-suppressie: het negatieve effect van de variabele deprivatie onderdrukte het werkelijke effect van gentrificatie, in die mate dat zelfs het effect van richting omkeerde. Bij controle voor deze onderdrukkende variabele blijkt het effect van gentrificatie daarentegen positief.

Gentrificatie bleek de sociale cohesie dus positief te beïnvloeden: zowel het sociaal kapitaal als de buurtbinding bleken hoger in Gentse sectoren die gentrificatie hadden doorgemaakt dan in sectoren die dit niet hadden ondervonden. Dit eigen, direct effect van gentrificatie is niet zomaar toe te schrijven aan indirect verbanden via afgenomen buurtdeprivatie en/of toegenomen sociale mix.

De negatieve effecten die in eerder onderzoek werden teruggevonden, zijn volgens deze thesis niet te wijten aan gentrificatie zelf. Eerder vallen gegentrifieerde stadswijken na het gentrificatieproces dikwijls nog steeds onder de meest gedepriveerde wijken van de stad; zelfs na opwaardering blijven de achtergestelde buurten met andere woorden achterop hinken door hun lagere gemiddelde sociaal-economische status dan de meer welvarende buurten. Deze lagere  welvaartsstatus van de buurt zorgt voor de beperkte sociale cohesie, niet de gentrificatie zelf.

Uitgangspunt voor verder onderzoek en beleidDeze bevinding zowel voor verder onderzoek als voor beleidsmakers interessant. Eerdere studies, die niet controleerden voor het effect van de sociaal-economische status van de buurt, mogen niet meer als geldig worden beschouwd. Bovendien werd het unieke, directe effect van gentrificatie nog niet grondig beschreven.

Verder zijn tal van actoren, zoals stadsplanners en buurtwerkers, actief in lagere inkomensbuurten om deze verder op weg te helpen. Het opkrikken van sociale cohesie is een belangrijke beleidsdoelstelling, want sociaal contact, een gevoel van thuiszijn en gedeelde waarden zijn voorname aspecten om de leefbaarheid in de buurt te bepalen.

Uiteraard dienen deze resultaten nog steeds met de nodige voorzichtigheid te worden benaderd en moet verder onderzoek uitwijzen of de conclusies ook veralgemeend mogen worden buiten de Gentse context, of op langere termijn.
