The impact of the armed conflict on gender relations in Colombia: advocacy analysis of la Ruta Pacífica de las Mujeres

Duurzame vrede in Colombia? Niet zonder politieke druk vanuit het middenveld.

Colombia is een middeninkomensland en de oudste en meest stabiele democratie in Latijns-Amerika, toch gaat Colombia al vijf decennia lang gebukt onder een gewapend conflict en zijn de sociale ongelijkheden schrijnend. Het conflict heeft vooral voor de burgerbevolking zijn tol geëist en heeft een immense impact op genderrelaties. Met de huidige vredesonderhandelingen tussen de overheid en de FARC ziet het ernaar uit dat politieke onderhandelingen voor het eerst de bovenhand zullen halen in Colombia. Tegenstanders minimaliseren vaak de impact van politieke druk vanuit de civiele samenleving, maar in welke mate zouden er vandaag vredesgesprekken zijn zonder het jarenlange bottom-up lobbywerk?

Het Colombiaanse middenveld, en in het bijzonder vrouwenorganisaties, zijn mee verantwoordelijk voor het huidige politieke debat. Een vredesakkoord zou een mijlpaal zijn, maar tegelijk een startpunt van een lang en fragiel post-conflict tijdperk. Vooral in de transitieperiode zal het maatschappelijk middenveld een cruciale rol spelen. Beleidsbeïnvloeding is daarbinnen een veelzijdig en dynamisch proces dat innovatie, flexibiliteit, pro-activiteit, integrale lobbystrategieën en kritische evaluatie vereist. Een van de grootste vrouwenrechtenbewegingen in Colombia, La Ruta Pacífica, onder de loep nemen, laat toe een beter inzicht te krijgen in de dos en don’ts van beleidsbeïnvloeding in de strijd voor duurzame vrede.

Een complexe realiteit

Het Colombiaanse conflict is heterogeen in tijd en ruimte en heeft een schommelende intensiteit gekend. “Het conflict in zijn beginfase en de aanvankelijk politiek-ideologische drijfveren zijn nauwelijks nog te vereenzelvigen met de realiteit vandaag”, aldus professor An Vranckx. De guerrillas en de paramilitairen zijn sterk verwikkeld in de drug-en kidnapindustrie en de overheid werd in het verleden al meermaals beschuldigd voor haar controversiële betrokkenheid met paramilitairen die uitgegroeid zijn tot de rechterhand van drugbaronnen, volgens het het Colombiaanse expertisecentrum El Centro de Memoria Histórica. Bijgevolg is de conflictsituatie soms moeilijk te onderscheiden van pure criminaliteit. Alle actoren hebben systematisch zware mensenrechtenschendingen begaan die de maatschappij hebben gemilitariseerd en het geweld hebben gesocialiseerd.

Het middenveld wordt dagelijks met deze realiteit geconfronteerd. Mensenrechtenorganisaties hebben nog dagelijks te kampen met moorden en dreigementen. Door hun moeilijke relatie met de overheid ontvangen ze ook weinig erkenning en hebben ze weinig financiële ademruimte, ze krijgen geen overheidssubsidies. Beide partijen zitten bovendien verankerd aan vooroordelen die wederzijds vertrouwen en duurzame samenwerking belemmeren.

Bottom-up lobbywerk onmisbaar

Ondanks de obstakels die ze op hun weg tegenkomen, wordt het mensenrechtenactivisme en lobbywerk verder gezet. Het middenveld heeft dankzij hun collectieve strijd enorme vooruitgang geboekt. Ze maken de impact van het conflict zichtbaar vanuit een bottom-up perspectief, kaarten onrecht aan en oefenen zo druk uit op de overheid. Daarbij roepen ze op tot politieke participatie van de burgerbevolking en versterken ze de positie van de vrouw in de maatschappij op politiek en individueel niveau.

Daarnaast vervullen ze een educatieve en informatieve rol voor de burgers. Ze wakkeren het bewustzijn aan en slaan een brug tussen de overheid en de burgerbevolking. Bovendien dragen ze bij tot het reconstrueren van het individueel en collectief geheugen en tot het heropbouwen van het sociaal kapitaal. Door hun couleur locale zijn ze laagdrempelig en beter in staat burgers te mobiliseren. Toch wordt die kans nog te weinig met beide handen gegrepen.

Gewicht in de schaal werpen: hoe kan het beter?

Ondanks het belang van de politieke druk van het middenveld, zijn er toch een aantal zaken voor verbetering vatbaar. Het gebrek aan structurele en organisatorische doeltreffendheid bleek contraproductief te zijn. Een goede en kordate coördinatie is hierbij een must. Een intern democratisch verkiezings-en rotatiesysteem moet ervoor zorgen dat er geregeld een frisse wind waait. Zo wordt lokaal elitarisme vermeden waarbij status en financiële winst hoger in het vaandel worden gedragen dan beleidsbeïnvloeding. Naast een engagement is het noodzakelijk een zekere kennis te eisen van nieuwkomers. De medewerkers zijn namelijk representatief voor maatschappij en organisatie. Hier wordt vaak te nonchalant mee omgesprongen. Het verhoogt de drempel om toe te treden, maar de organisatie wint aan geloofwaardigheid en legitimiteit.

Bovendien is het belangrijk om samenwerkingsverbanden te diversifiëren. Zo wordt vermeden dat de werking vastroest en een simplistisch discours wordt gehanteerd. Een synergie tussen de praktijk en de academische wereld moet hier worden nagestreefd. In realiteit bleek dit echter vaak een haat-liefde relatie, ondanks hun complementariteit. Het is ook belangrijk om nieuwe (financiële) partnerschappen kritisch te evalueren en concrete afspraken te maken om te vermijden dat organisaties in de greep worden gehouden door internationale ngo giants.

Om ervoor te zorgen dat alle groepen in de maatschappij worden betrokken, moet een rijke waaier aan efficiënte en doeltreffende lobbystrategieën worden gehanteerd met steeds een educatieve toets. Hierbij is het belangrijk concreet de impact van verschillende lobbystrategieën voor diverse doelgroepen in acht te nemen.

Het is ook nodig het discours te kaderen binnen (inter-)nationale referentiekaders. Een enge focus op een beperkte doelgroep en thematiek discrimineert andere groepen in de maatschappij en reikt enkel kortetermijnoplossingen aan. Werken met en voor vrouwen en vechten voor gendergelijkheid, betekent niet dat enkel moet worden gefocust op vrouwen. Eenzijdige en essentialistische visies over gender en conflict(-resolutie) duwen mannen en vrouwen in stereotiepe rollen waardoor hun actieve betrokkenheid in conflictsituaties vaak onderbelicht wordt, zo bleek uit onderzoek van professor María Ibarra. Daarentegen moet dialoog worden gestimuleerd. Het is hierbij belangrijk een genuanceerd en evenwichtig beeld te schetsen van de realiteit bij het lobbyen. Alleen zo kan een ware mentaliteitsverandering teweeggebracht worden.

Controlemechanismen en follow-up strategieën vormen de kers op de taart in het lobbyproces en moeten garanderen dat het lobbywerk de correcte instanties bereikt en doeltreffend is. Al het harde werk en activisme is zinloos als deze laatste fase niet kan worden verzekerd. Hierbij moet kort op de bal worden gespeeld en moeten de huidige politieke, juridische en sociale evoluties nauwgezet worden opgevolgd met het oog op de post-conflict behoeften. Idealiter zouden de fundamenten voor post-conflict beleidsbeïnvloeding nu al moeten worden gelegd.

“Lobbyen is zowel een strategie als een vaardigheid”, aldus professor Sonia Álvarez. Hierbij fungeert het middenveld als de waakhond van de democratie, een adviesorgaan voor de overheid en een spreekbuis voor de bevolking.
