Vijftien vierkante meter toekomst?
Een moderne stad is een schone stad. Een moderne plaats heeft geen plaats voor sloppenwijken, geen plaats voor rieten hutten in de barsten van de stad. Een moderne stad is rechtlijnig, duidelijk, glimt en is proper. Dat is het adagium dat vele steden in ontwikkeling zich voorhouden, het doel voor ogen.
Wanneer steden claimen om te ontwikkelen, moeten mensen vaak wijken. In vele steden in het globale zuiden wordt wie niet past (lees: vaak de armere bevolking) door ontwikkelingslogica uit de zichtbare stad geweerd. Hoewel ze er vaak al decennia lang wonen, onofficieel maar wel getolereerd, moeten ze nu wijken, ter verbetering van de levenskwaliteit van zij die wel mogen blijven.
Vaak gebeurt het zonder pardon, maar in Kolkata, de stad waar ik drie maanden verbleef, kregen mensen in deze situatie een keuze: ofwel zich inschrijven in een herhuisvestingsprogramma, ofwel hun hut zien vernield worden zonder enige compensatie. De meesten kozen dan ook eieren voor hun geld, en stemden in met een inclusie in het masterplan, dat van de stad een ‘nieuw Londen’ moet maken. Een gedwongen inclusie weliswaar, want zoals gezegd; de keuze ging zo ongeveer tussen de pest en de cholera.
De pest: achterblijven met niets, de cholera: een werkelijkheid die in niets bleek te lijken op de droom die hen was beloofd. In het gebied waar het onderzoek voor de thesis plaatsvond, hebben mensen een appartement gekregen als deel van hun herhuisvesting. Hun nieuwe woonst is zelf ook ‘modern’, in vergelijking met de rieten hutten waar ze veelal in woonden, op de oevers van een van de vele kanalen die Kolkata doorkruisen, of naast spoorlijnen, waar ze aanspoelden uit het achterland.
Maar het middenklasse-appartement waar ze van droomden, blijkt in realiteit een rechthoekige kamer van ongeveer vijftien vierkante meter, te delen met de hele familie. Klein of groot, ze moeten allemaal in hetzelfde appartement, met een geheel van tussen de 120 en 150 torens in het gebied. One size fits all. Wie het niet past moet maar het zelf maar oplossen.
Schijn bedriegt
De wijk zelf bestaat uit appartementsgebouwen, het ene na het andere, geel van opzet, maar vaak neigend naar vaalgrijs tijdens het moessonseizoen. Een argeloze bezoeker gokt op acht appartementen per blok, twee per verdieping, maar schijn bedriegt: een blok huist niet minder dan 32 kamers. Hier wonen de mensen die plaats moesten maken voor de moderne stad. Het masterplan voorzag plaats voor hen, een netjes afgelijnde ruimte op de kaart.
In de kamers, door de bewoners vaak smalend afgedaan als ‘vogelkooien’, omwille van de kleine oppervlakte, moeten ze het met de hele familie zien te rooien, waardoor ze vaak genoodzaakt zijn om buiten opnieuw een hut te bouwen, of een zoon naar een naburige provincie te sturen om daar te werken.
Maar zij hebben nog iets uit de brand kunnen slepen, waar velen in de wereld met niets achterblijven. Ze stemden in met een verhuis, een herhuisvesting, maar zijn nu vaak boos over hoe ze zijn behandeld. De appartementen waar ze in wonen zijn klein, te klein voor hun vaak uitgebreide gezinnen. Vijftien vierkante meter huisvest vaak twaalf of dertien familieleden, waardoor velen van hen opnieuw hutten bouwen op de open plaatsen tussen de appartementsgebouwen, en zo het formele, rechtlijnige, eenduidige karakter van de wijk. Het daagt de bestaande urbane modellen uit, en lijkt zichzelf binnen het decennium na indiensttreding te transformeren en te conformeren aan de rest van de stad, organisch, en zoals ze altijd is geweest, een tegenmodel voor de nieuwe, rigide logica die de overheid op wil leggen.
Wat was bedoeld als een even rechtlijnige oplossing, blijkt nu, amper acht jaar nadat de eerste mensen er hun intrek namen, al geïnfiltreerd door eilandjes van informaliteit. Mensen die buiten de toegewezen appartementen vielen, maar ook mensen van in de appartementen vinden soelaas in winkels die worden opgezet zonder vergunning, nieuwe sloppen-achtige hutten die verschijnen op de open plaatsen in de wijk.
De thesis bundelt verhalen van mensen in de wijk, en analyseert ze. Over de herhuisvesting, maar ook over het nieuwe samenleven, de implicaties die de verhuis met zich meebracht, en hoe het nieuwe leven in de wijk verloopt. Over hoe ze omgaan met de overheid, en met mekaar. Vaak vertellen ze een zelfde soort verhalen, soms drijven radicaal tegengestelde meningen boven. Maar over een ding zijn ze het wel bijna allemaal eens. Ze zijn niet tegen ontwikkeling op zich, zeggen ze, maar willen wel correct behandeld worden in het proces. Ze protesteren niet tegen de machten die hun leven bepalen, maar willen zelf inspraak en een nieuwe woning en omgeving die past bij wat ze nodig hebben.
De werkelijkheid is ingewikkelder dan hier beschreven; mijn thesis beslaat maar een bijzonder klein deel van de processen die spelen in steden in India, en bij uitbreiding in het globale zuiden. Het is slechts één verhaal. Maar het is een verhaal van de mensen die er vanuit de eerste hand mee te maken hebben. Zij vertellen geen allesoverkoepelende verhalen van moderniteit of neoliberale invloeden. Zij vertellen wat hen bezighoudt en wat belangrijk is voor hen. Hoe de ontwikkelingen hen, in hun dagelijkse leven, bezig houden en wat hen raakt. Het is het verhaal van mensen aan het eind van de lijn.
