Securitizing the EU-Russia Gas Trade: The Impact of Crises on Energy Policy

In de relatie tussen de EU en Rusland is hun onderlinge gashandel een aspect dat even complex als cruciaal is. Vandaag behartigt Rusland 34 procent van de EU’s gas invoer, terwijl de inkomsten die de verkoop van fossiele brandstoffen genereert een onthutsende 50% uitmaakt van het Russische BNP en 70% van haar export vertegenwoordigt. Deze inkomsten financieren haar binnenlandse sociale uitgaven en zijn op die manier letterlijk broodnodig. Gegeven de EU’s tanende globaal marktaandeel en haar zoektocht naar alternatieven voor Russisch gas (met name vloeibaar gas en schaliegas), lijkt Rusland erop gebrand haar energie-export te verzekeren door de groeiende Aziatische energiemarkten beter te ontsluiten. Maar niettegenstaande de Euraziatische koers van Moskou’s toekomstige energie-strategie behoudt Rusland een sterke band met Europa.

De enorme Russische gas export speelt zo’n belangrijke rol bij de behartiging van het Kremlin’s ambities dat het moeilijk is om haar ministerie van Buitenlandse Zaken te onderscheiden van het optreden van de bestuursraad van haar gas-kampioen Gazprom. Eén manier waarop Moskou gas gebruikt om haar invloed te laten gelden is via het bespelen van de gasprijzen in ruil voor politieke concessies. Binnenlandse klanten betalen een prijs die lager ligt dan wat het Gazprom kost om gas te produceren. Het bedrijf maakt dit goed op de buitenlandse markten. Het voormalige Soviet-gebied betaalt in het algemeen minder dan andere Europese klanten, met name wanneer ze het Kremlin gunstig stemmen. Rusland beschouwt haar “nabije buitenland” als cruciaal om haar binnenlandse en globale geopolitieke doelstellingen te bereiken. Bijvoorbeeld kregen de Oekraïense afnemers een korting op hun gascontracten nadat Rusland een verlenging bekwam van het leasen van de Oekraïense marine-basis in Sebastopol, cruciaal om de Russische vloot toegang te geven tot de Zwarte Zee (en dus: het conflict-geplaagde en energierijke Kaukasus-gebied). Met dit in het achterhoofd kan men volgende tabel interpreteren.

Een dramatischere illustratie van Rusland’s buitenlandse gaspolitiek vond plaats in de winter van 2009. Toen bracht een politiek conflict tussen Rusland en Oekraïne over het vermeende stelen van gas door Kiev het Kremlin ertoe haar gas-export naar Oekraïne gedurende twee weken stop te zetten (een tactiek die het geregeld heeft gebruikt tegen voormalige Soviet-staten). Terwijl Gazprom de druk op haar pijpleidingen verlaagde met de hoeveelheid gas die Oekraïne afnam, was Kiev in staat om in haar energie te voorzien door het gas te gebruiken dat via dezelfde pijpleidingen werd vervoerd naar EU-klanten.

Dit voorval toonde aan dat, naast de voordehand liggende economische belangen die hier in het spel zijn, deze kwestie ook een weerslag heeft op nationale, internationale, en (wat de EU betreft) boven-nationale veiligheidsbelangen. De confrontatie met de Oost-Europese politieke chaos na het uiteenvallen van de Soviet Unie had de EU reflexmatig doen teruggrijpen naar haar oorspronkelijke gedachtengoed: bredere en diepere integratie in de regio was nodig om de terugkeer naar de gewelddadige Europese geschiedenis van machtsbalansen en oorlogen te vermijden. De gascrisis van 2009 sterkte de EU in haar besef dat deze uitbreiding in het voormalige Soviet-gebied haar opgetelde afhankelijkheid van Russisch gas had vergroot, en dat dit haar energieveiligheid kon bedreigen. De pijpleidingen die Oost-Europa doorkruisten waren ontworpen in de Soviet-tijd, met centrale controle vanuit Moskou in gedachte. In combinatie met een gebrekkige interne solidariteit leidde dit ertoe dat de abrupte energie-schaarste met name de industrieën van vele nieuwe EU-lidstaten hard trof.

Sinds de jaren ’90 heeft Rusland geregeld haar “gaswapen” tegen voormalige Soviet-staten ingezet. Toch hebben de EU’s bekommeringen niet zozeer te maken met wantrouwen tegen Rusland als energieleverancier, maar met een existentieel onveiligheidsgevoel dat de voormalige Soviet-staten zonder diepere integratie mogelijk zouden terugkeren naar het gewelddadige Europese verleden. Oekraïne is deel van Rusland’s nabije buitenland, en dus van strategisch belang om haar globale doelstellingen na te streven. Dit verklaart waarom het Kremlin Kiev onder druk zet om af te zien van haar Europese optie (het Associatieverdrag met de EU), ten bate van haar Russische optie (de Customs Union). Bovendien hadden de conflicten van 2009 te maken met gas. Aangezien gas het belangrijkste instrument is waar het Kremlin over beschikt om Kiev te beïnvloeden, wilt het de controle over de Oekraïense gas-sector behouden.

De gascrisis van 2009 presenteerde de Commissie een gelegenheid om de energiesector te hervormen en haar bevoegdheden uit te breiden. Dit initiatief is vooral succesvol gebleken in de interne dimensie van het energiebeleid, maar heeft ook belangrijke gevolgen voor de gashandel tussen de EU en Rusland. Het Derde Energiepakket heeft door middel van de liberalisering en de ontkoppeling van producenten, transporteurs, en distributeurs binnen de Europese gasmarkt Gazprom gedwongen om haar activiteiten in Europa te herorganiseren. Anderzijds heeft de Commissie gefaald om haar destijds favoriete externe project te verzilveren: de Nabucco-pijpleiding die Kaspisch gas via Turkije naar de EU zou hebben getransporteerd.

Vandaag erkennen zowel de Europese als Russische beleidsmakers de nood om hun gasmarkten verder te integreren, liberaliseren, en diversifiëren. Toch interpreteren de EU en Rusland deze doelen op verschillende manieren. De EU wijst op het belang van een goede integratie van Rusland in the EU’s energiemarkt, en bekritiseert Rusland omwille van het afsluiten van haar eigen energiemarkt voor Europese bedrijven. De EU zoekt ook naar alternatieve bronnen van gas. Rusland verkiest symmetrische integratie van beide gasmarkten, de toegang van Gazprom tot de EU markt door liberalizering, en het bouwen van transport-routes die Oekraïne omzeilen (de Nordstream en South Stream projecten). De liberalizering van de energiemarkt die de EU doorvoerde na de crisis staat haaks op Rusland’s hantering van gas-export als drukkingsmiddel om haar geopolitieke ambities te bereiken. De reorganisatie van Gazprom’s Europese tak toonde aan dat de succesvolle interne reorganisatie van de EU’s gasmarkt ook een politieke impact heeft voor Moskou’s strategische opties. Op die manier heeft de EU door middel van de liberalisering van de Europese energiemarkt haar eigen “wapen” tegen Moskou ontwikkeld.
