African Solutions to African Conflicts? De ontwikkeling van een continentaal veiligheidsbeleid door de Afrikaanse Unie en haar Peace and Security Council

Kan Afrika zichzelf redden?

 

 
Het was vroeg in de ochtend toen we ze hoorden komen op hun paarden- dreunende hoeven wekten ons. Met mijn ogen tegelijk vol slaap en adrenaline zocht ik naar een manier om mijn familie te beschermen. Niemand wist waarheen en spottende doodskreten weerklonken in het dorp. 150 Janjaweed omsingelden onze hutten en staken ze in brand. Het waren vooral de allerzwaksten die niet tijdig konden ontkomen, die in de handen van de milities vielen: Bashar, wiens schedel ze braken door hem tegen de muur van zijn huis te gooien; blinde Fatima, die haar woonst niet uitraakte en levend werd verbrand terwijl ze om haar zoon riep; Daoud, die werd neergeschoten voor zijn geplunderde winkel; een dertienjarig meisje wiens naam ik niet ken, die werd verkracht door 5 mannen en vervolgens gedood met een bot mes dat onder luid gejuich in haar geslachtsdelen werd geduwd.”

 

Het verhaal van Issa, een vluchteling uit Darfur, is een verhaal dat vele miljoenen Afrikanen al te bekend in de oren klinkt. Terwijl televisiejournaals en megareclameblokken dagelijks verkondigen dat een nieuw tijdperk is aangebroken van ongeziene welvaart en vrijheid en dat alle mensen deelachtig kunnen zijn aan de Glorieuze Mars naar het einde van de geschiedenis als ze het “sneller, efficiënter, ambitieuzer”-credo volgen, leeft 1/3 van alle Afrikanen in een staat die ofwel net uit een conflict komt of er nog midden in zit. Sinds de dekolonisatie is bijna elk Afrikaans land ten prooi gevallen aan gruwelijke conflicten: Congo, Angola, Sierra Leone, Rwanda, Soedan,…Zowat alle experts zijn het er over eens dat oorlog en politiek geweld er de hoofdoorzaak van zijn dat een Afrikaanse gezin haar inkomen de afgelopen 25 jaar met een derde heeft zien dalen, ondanks de globale vooruitgang van de technologie en toename van de rijkdom. Anno 2000 waren de vooruitzichten slechter dan ooit tevoren. Afrika werd geconfronteerd met persisterende armoede, ontelbare oorlogen, dodelijke ziektes en verdiepende ecologische crises. Tal van staten waren geïmplodeerd en anderen waren niet meer in staat zelfs de meest elementaire functies te vervullen voor hun burgers. De organisatie die alle Afrikaanse landen verenigde, de OAE, was er ook na haar schuchtere hervormingen niet in geslaagd op ook maar 1 van deze uitdagingen een effectief antwoord te bieden. De rampspoed leek zich in de 21ste eeuw te gaan doorzetten.

 

Rond het millennium echter trad een nieuwe generatie Afrikaanse leiders aan die een heel andere kijk hadden dan hun voorgangers op de toekomst van het continent. Gevormd door de ontgoochelingen van het postkoloniale tijdperk, knoopten zij opnieuw aan bij het denken van de Ghanese president Kwame Nkrumah: Nkrumah had tijdens de jaren’50-‘60 geijverd voor een verregaande continentale samenwerking op politiek, militair en economisch vlak met als einddoel het samensmelten van de verschillende Afrikaanse staten tot 1 grote federatie, die aan de machtspolitiek van de VS en SU zou kunnen weerstaan. Dit “Pan-Afrikanisme” (Afrikanen moeten zelf hun eigen problemen oplossen), dat volgens Nkrumah de enige mogelijke basis vormde voor de ontwikkeling van Afrika, werd evenwel verworpen door de andere pas geïnstalleerde staatshoofden die angstvallig vasthielden aan hun soevereiniteit en persoonlijke ambities. Gedurende decennia werd (zelden oprecht) getracht zuiver nationale oplossingen te bieden op de immense crises; pas eind jaren ’90, toen na de dramatische mislukkingen van de internationale gemeenschap om zich met Afrika’s conflicten te bemoeien een soort “Out of Africa”-denken opgang maakte, werden Nkrumahs gedachten van onder het stof gehaald.

De nieuwe generatie Pan-Afrikanisten streeft ernaar een echte African Renaissance te realiseren en 2 fundamentele inzichten staan centraal in hun analyse: 1) gewelddadige conflicten zijn de hoofdoorzaak voor de blijvende onderontwikkeling 2) duurzame ontwikkeling is de beste garantie op het voorkomen van oorlog. Onder impuls van visionaire leiders zoals Mbeki (Zuid-Afrika), Obasanjo (Nigeria) en Wade (Senegal) groeide het besef dat er nood was aan een revolutie inzake continentale samenwerking en een herziening van de traditionele kijk op veiligheid. De ambitieuze agenda van een Renaissance, aanvankelijk beperkt tot een paar kernlanden, kreeg in 2002 concrete gestalte: de oude, disfunctionele OAE werd vervangen door een heuse Afrikaanse Unie (AU) die als topprioriteit het oplossen van gewapende conflicten kreeg. Cruciaal was daarbij dat het zwaartepunt op de politieke scène moest verschuiven van de nationale staten naar de Peace and Security Council van de AU die de mogelijkheid kreeg beslissingen te nemen zonder dat individuele landen zich daartegen kunnen verzetten. Indien een staat de fysieke veiligheid van haar burgers niet kan of wil garanderen, zo stellen de Pan-Afrikanisten, dan hebben de andere Afrikaanse staten de verantwoordelijkheid om ervoor te zorgen dat de fundamentele rechten van deze mensen toch gewaarborgd blijven. Diplomatie is daarbij het bevoorrechte instrument, maar als “last resort” kan ook militaire interventie niet worden uitgesloten.

Sinds 2002 trok de Unie 5 grote dossiers naar zich toe: de Burundese burgeroorlog, de coup van 2005 in Togo, het Ivoriaanse vredesproces, de anarchie in Somalië en de grote etnische zuiveringen in Darfur. Vooral dat laatste conflict is omwille van haar uitgesproken morele en regionale dimensie een existentiële kwestie gebleken. In tegenstelling tot de onheilstijdingen van vele Cassandra’s, is de AU er wel degelijk in geslaagd een trendbreuk te realiseren t.a.v. haar onfortuinlijke voorganger. Steeds vaker brengen Afrikaanse leiders de politieke wil op om samen te werken en weerspannige conflictpartijen tot een oplossing te dwingen. Dat betekent evenwel niet dat het einde van een gewapende beslechting van geschillen in zicht is: landen als Soedan, Zimbabwe en Libië blijven hardnekkig vasthouden aan de eigen soevereiniteit en vooral op vlak van capaciteit –militair, diplomatiek, bestuurlijk- heeft de Unie nog een hele weg af te leggen vooraleer ze echt “African solutions to African conflicts” (dixit Nkurmah) kan bieden. Het Pan-Afrikanistische boegbeeld Konaré wees er daarom op dat de AU maximaal een dynamiek van uit de Afrikaanse bevolkingen zelf moet mobiliseren om weigerachtige elites in de richting van een African Renaissance te duwen. In die zin is het nu al een ontegensprekelijk verdienste van de nieuwe Pan-Afrikanisten dat zij door het doen herleven van de dromen van Kwame Nkrumah miljoenen mensen weer hoop hebben gegeven- om de volgende stap te zetten inzake conflictresolutie zullen gewone Afrikanen minstens even noodzakelijk zijn als verlichte politieke leiders. Enkel door een verbond tussen top en basis kan immers een werkelijk verenigd Afrika tot stand komen, in vrede met de buitenwereld, en eindelijk ook met zichzelf. En enkel dan kunnen verhalen als dat van de Darfuriaan Issa definitief tot het verleden gaan behoren.
