Ik ben hier! Een pedagogiek van rightful presence

Ik ben hier!

Wat zorgt ervoor dat iemand rechten krijgt? Doorgaans zorgt een identiteitskaart voor heel wat open deuren. Maar wat als we ergens rechten krijgen enkel omdat we er aanwezig zijn? Wat als aanwezigheid het enige criterium is?

Een vloedstroom aan crisissen

Geen dag gaat voorbij zonder dat we via kranten, sociale media en televisie te maken krijgen met berichten over de ‘vluchtelingencrisis’, de ‘migratiecrisis’... Deze meervoudige crisis lokt verschillende reacties uit. Enerzijds zien we bijvoorbeeld steeds meer grenscontroles opduiken, steeds ingewikkeldere procedures om een visum te krijgen… Anderzijds zien we echter dat veel mensen en organisaties zich vragen stellen bij de bestaande praktijken en procedures. Zij wijzen erop dat er heel wat andere manieren zijn om te reageren. Een crisis schept steeds mogelijkheden en daarbij hoop. Hoop om het anders aan te pakken!

Rechtmatige aanwezigheid biedt hoop

Rechtmatige aanwezigheid is zo’n begrip dat hoop biedt. Het zegt dat ieder aanwezig een burger is. In deze opvatting is burgerschap meer dan een wettelijke status en bijbehorende papieren. Het is een notie die begrepen moet worden vanuit de praktijk en iedereen zich eigen kan maken. Een mooi voorbeeld daarvan is CollectActif, een initiatief van een aantal mensen zonder papieren. Toen in 2015 een vluchtelingenkamp ontstond in het Maximiliaanpark besloten ze om de voedselbedeling in handen te nemen. Het zijn hier mensen zonder papieren die andere mensen zonder papieren helpen. Dit doorbreekt het klassieke beeld van hulpeloosheid als men denkt aan personen zonder papieren. De machtsverhoudingen tussen zij die hulp bieden en zij die er nodig hebben worden in vraag gesteld. CollectActif toont dat je geen wettelijke burger moet zijn om burgerschap uit te oefenen.

Rechtmatige aanwezigheid biedt de mogelijkheid aan mensen - zonder papieren - om te ageren, het biedt de ervaring dat het anders kan, dat de huidige gang van zaken doorbroken kan worden. Bij rechtmatige aanwezigheid krijgt iedereen rechten puur omdat we ergens aanwezig zijn. We zijn allen burgers die gelijke toegang hebben tot de ruimte.

Rechtmatige aanwezigheid: puur idealisme of toe te passen in de praktijk?

Rechten op basis van aanwezigheid, allemaal goed en wel, maar hoe vertaalt zich dat naar de praktijk? Kunnen we er überhaupt iets mee aanvangen of is het gewoon mooi op papier? Goede vraag die u ons stelt, wij trokken naar de praktijk en leggen jullie graag een casus voor.

Een van de praktijken die we bezochten was Globe Aroma. Globe Aroma is een open en laagdrempelig kunstenhuis in hartje Brussel. Het biedt een plek aan nieuwkomers, migranten, Brusselaars… die aan kunst willen doen. De kunstenaars wandelen binnen en doen hun ding. Tegelijkertijd is het atelier een ontmoetingsplek, een plaats waar ze een kop koffie kunnen drinken, even op internet kunnen zitten… Globe Aroma is een organisatie waar we rechtmatige aanwezigheid zien terugkomen op verschillende manieren.

Een eerste manier waarop we rechtmatige aanwezigheid zien bij Globe Aroma is hun open deur en hun specifieke inrichting. Iedereen kan er zomaar binnenwandelen en wordt er even hartelijk begroet. Iedereen begroet elkaar op dezelfde manier: personeel, artiesten, bezoekers, toevallige passanten… Er zijn tafels en stoelen, zetels, een keukentje, gratis internet, een toilet, een dak boven het hoofd. Globe Aroma biedt een simpele ruimte aan die voldoet aan een aantal noden van kunstenaars: je kan er naar toilet gaan, je kan er via sociale media in contact staan met vrienden en familie, je kan er rustig zitten schrijven, er is materiaal aanwezig…

Globe Aroma is een plaats waar niets moet maar alles kan. In een treinstation wacht men doorgaans op een trein, bij Globe Aroma liggen geen handelingen vast. Dit is de tweede manier waarop we rechtmatige aanwezigheid zien bij Globe Aroma, het creëren van mogelijkheden. Dit creëren van mogelijkheden gaat steeds samen met een hoop dat het anders kan. Vertrekkende vanuit bestaand onrecht en deze hoop, maakt Globe Aroma nieuwe dingen mogelijk.

De wereld komt samen in Globe Aroma en mensen gaan er om met diversiteit. Er wordt niet gesproken over ‘leren’ omgaan met diversiteit. Mensen wandelen door de deuren als burger waar ze omgaan met diversiteit, zonder meer. Globe Aroma verbindt burgerschap aan doen, aan kunst. Wat het precies is dat je doet, ligt niet vast. Deze praktijkgerichte invulling van burgerschap kenmerkt rechtmatige aanwezigheid.

Om vanuit de theorie te kijken naar Globe Aroma gebruiken we een specifiek onderzoeksmethode. Ons doel was niet om kennis te vergaren, maar om het begrip van burgerschap te verbreden. Dit deden we door met een open hoofd en hart naar Globe Aroma te kijken en luisteren. Vanuit een hoopvolle bril sloegen we gade hoe rechtmatige aanwezigheid vorm krijgt binnen Globe Aroma. Een kleinschalige praktijk als Globe Aroma helpt ons om ‘openingen’ te zien, een ruimte van vrijheid en mogelijkheid aan te bieden.

Rechtmatige aanwezigheid: een zinvol kader dat barrières kan doorbreken

We deden met onze masterproef een poging om vorm te geven aan een pedagogiek van rechtmatige aanwezigheid. We kunnen besluiten dat rechtmatige aanwezigheid een zinvol kader is om te kijken naar pedagogische praktijken. Het biedt een alternatief aan voor de kaders van waaruit er doorgaans naar deze praktijken gekeken wordt. Rechtmatige aanwezigheid beschouwt op een plaats zijn als voldoende voorwaarde om burger te zijn.  Het doorbreekt barrières, want:
