De OVSE in Armenië. Democratisering in de praktijk

Westers zaad kiemt niet in Russische achtertuin

 

 

De pogingen van westerse internationale organisaties om de West-Europese democratie te verspreiden naar de Kaukasus kregen het voorbije jaar aanzienlijke klappen in Georgië en Armenië. Dit westerse falen is te wijten aan de grote culturele verschillen tussen de ingevoerde ‘democratie’ en de lokale gewoontes. Daarnaast speelt ook Rusland een grote rol en staat de samenwerking tussen de verschillende organisaties niet op punt. Ook de Organisatie voor Veiligheid en Samenwerking in Europa (OVSE) slaagt er niet in de autoritaire wind in de Kaukasus te stoppen.

 

De OVSE is een groepering van 56 ‘Europese’ landen die gewapende conflicten in Europa en de voormalige Sovjet-Unie wil vermijden. Ze doet dit onder meer door de democratie te promoten onder haar lidstaten, waaronder niet alleen alle EU-landen, maar ook landen als Rusland, Georgië en Armenië. Sinds 2000 heeft de OVSE een Bureau in de Armeense hoofdstad Jerevan met 40 vaste werknemers.

 

Op 1 maart van dit jaar maakte het Armeense leger met dodelijk geweld een einde aan het protest van de oppositie, die de overheid beschuldigde van verkiezingsfraude. Dit toont aan dat de OVSE in Armenië voorlopig niet in haar opzet slaagt.

 

Moeilijk te bewerken grond

Het OVSE Bureau tracht op verschillende manieren de Armeense opvattingen over samenleving en democratie te beïnvloeden. Het Bureau begeleidt onder meer de overheid bij de totstandkoming van nieuwe verkiezingswetgeving, het financiert een krantenbijlage die aandacht besteedt aan vrouwen in politiek en het heeft diverse projecten rond transparantie van de overheid, de werking van de politie, economie en milieu, mensenrechten enzovoort.

 

Ook andere internationale organisaties verrichten dit soort werk in Armenië. Het werk van het OVSE Bureau wordt door de lokale partners echter het hoogst ingeschat. Dit komt doordat onder de 40 werknemers 33 Armeniërs zijn, terwijl ook de internationale medewerkers enkele jaren ter plaatse blijven. Het Bureau is bijgevolg goed vertrouwd met de Armeense omstandigheden en kan beter inspelen op de plaatselijke context.

 

Desondanks blijven de werkomstandigheden moeilijk. 70 jaar sovjetoverheersing, lokale tradities en oosterse gebruiken hebben een zware stempel gedrukt op het land. In de sovjettijd was er geen sprake van vrije verkiezingen of vrije media. Politiek en economie werden bepaald door de Communistische Partij. Daar komt bij dat uit oude tradities en gebruiken hechte groepen van mensen zijn ontstaan (de zogenaamde clans) die onder elkaar strijden om politieke en economische belangen.

 

Tuinier zonder wortel en stok

In de landen die in 2004 en 2007 zijn toegetreden tot de Europese Unie, heeft het westen een meer pragmatische methode toegepast. In ruil voor democratische veranderingen, bood de Unie duidelijke voordelen aan, zoals economische steun of lidmaatschap van de EU. De OVSE werkt echter met kleine budgetten en kan hierdoor geen ‘lekkere wortel’ aanbieden aan de Armeense autoriteiten. Tegelijkertijd stelt Rusland zich ook zeer actief op in de Kaukasus. Moskou beschouwt dit gebied weer steeds meer als de ‘eigen achtertuin’ en wil een groeiende westerse invloed dan ook ten allen prijze vermijden. Rusland aarzelt niet het oliewapen of het leger zelf (zoals in Georgië deze zomer) in te zetten in de regio.

 

Armenië is ook zelf lid van de OVSE. De Armeense overheid kan bovendien steeds beslissen het Bureau niet meer toe te laten in Jerevan. Dit maakt dat de OVSE erg omzichtig te werk moet gaan wanneer ze kritiek wil uiten. Het land met een ‘harde stok’ tot democratie dwingen ligt dan ook niet binnen de mogelijkheden.

 

Wat te doen?

Het klimaat in de Kaukasus is duidelijk niet optimaal om een democratie naar westers model te laten groeien. Toch kan de OVSE een rol van betekenis spelen in Armenië. Belangrijk is dat ze hierbij rekening houdt met haar eigen sterktes en zwaktes. De organisatie heeft met haar Bureau stevig voet aan de grond in Armenië. Hoewel kleinschalig, zijn de projecten waarin het Bureau zich engageert, relatief succesvol. Het Bureau moet dus op deze manier blijven inwerken op de  opvattingen van de Armeniërs.

 

De OVSE moet echter inzien dat het westen enkel een rol van betekenis kan spelen als alle internationale organisaties die in Armenië aanwezig zijn, optimaal samenwerken. Na de rellen van 1 maart bijvoorbeeld is dit niet gebeurd, wat de internationale invloed op de gebeurtenissen sterk beperkt heeft. In de toekomst zal de OVSE er mee aan moeten werken om de internationale acties beter op elkaar af te stemmen. Een belangrijke rol ligt hierin ook weggelegd voor de Europese Unie. Die heeft immers in het verleden al bewezen met lidmaatschap en economische voordelen een erg lekkere wortel aan te bieden. Nu Moskou echter steeds meer haar op de tanden toont, rijst de vraag of Brussel nog wel bereid is zijn waren aan te bieden in de Russische achtertuin.
