De capability-benadering toegepast op de werking van een Indische NGO

De capability-benadering als evaluatief instrument voor sociale interventies: veldwerkonderzoek in India

De capability-benadering is een denkkader om naar individueel welzijn, de ontwikkeling van een land of ongelijkheidsvraagstukken te kijken. Het belangrijkste kenmerk van deze benadering is dat het menselijke waardigheid centraal plaatst en afrekent met een overwegend economisch perspectief waar in tijden van crisis snel naar gegrepen wordt (Den Braber, 2013; Nussbaum, 2003). Dit doet ze door naast het gerealiseerde welzijn van mensen (of functionings) ook te focussen op menselijke mogelijkheden of capabilities (zie figuur 1). Mogelijkheden omvatten hier de keuzes die men kan maken om een leven te leiden dat men waardig acht (bv. op vlak van gezondheid, studeren,  participeren aan het gemeenschapsleven). Door middel van keuzevrijheden, worden op het einde van de rit de keuzes omgezet in bereikte levenskwaliteit of functionings. Niet iedereen beschikt over dezelfde mogelijkheden en keuzevrijheden, het is daar waar volgens den Braber (2013) de sociaal werker moet ingrijpen. Volgens dit uitgangspunt werd het onderzoek opgezet. Hier werden de sociale interventies van een Indische NGO geëvalueerd: ‘In welke mate staat zij in voor het creëren van capabilities en funtionings? In welke mate bevordert zij de keuzevrijheid van zijn cliënten?’. Onderzoek heeft aangetoond dat de capability-benadering waardevol zou kunnen zijn in verschillende contexten. Tot op heden zijn er slechts weinig praktijk toepassingen gerealiseerd (Hollywood, Egdell, McQuaid, & Michel-Schertges, 2012). In deze studie werd de uitdaging aangegaan om de vertaalslag van deze eerder filosofische benadering naar de Indische sociaal werk praktijk te maken.

Vooraleer er overgegaan wordt naar de bevindingen is het essentieel om eerst dieper in te gaan op de context. India is een patriarchale samenleving. Dit wil zeggen dat er sprake is van een hiërarchie, waarbij de vrouw wordt gezien als bezit. Ze wordt verondersteld om het huishouden te doen en er is familiale controle over zowel het huwelijk als de vrouwelijke seksualiteit (Tichy, Becker, & Sisco, 2009). Belangrijk om te weten is dat de analyse van sociale interventies toegepast werd op de problematiek van partner gerelateerd seksueel misbruik. Al snel werd duidelijk dat de problematiek van seksueel misbruik voor verschillende interpretaties vatbaar is. Zo kan partner gerelateerd seksueel misbruik gezien worden als een vorm van seksueel geweld, waarbij het gaat om verkrachting en allerhande seksuele handelingen in een partnerrelatie waarbij de vrouw niet heeft toegestemd. Daar speelt de moeilijkheid dat verkrachting in het huwelijk niet strafbaar is, dat is aangegeven met een uitzondering in de verkrachtingswetgeving (sectie 376, Indian Penal Code, IPC, 1960). Daarnaast kan het gaan om geslachtsgemeenschap in een liefdesrelatie, waarbij de geslachtsgemeenschap werd toegestemd met oog op een huwelijk en waarna de man deze belofte van een huwelijk ontkent . In een Indische context kan dit betekenen dat ze te kampen krijgt met een sociaal stigma en economische moeilijkheden, voornamelijk in gevallen waarbij de vrouw zwanger is (Johari, 2014). Het sociaal stigma bezitten betekent in deze context dat het slachtoffer als schuldige wordt aangeduid  (victim blaming) en geviseerd wordt omdat zij iets gedaan zou hebben tegen de socio-culturele opvattingen en waarden namelijk het verbreken van haar ‘puurheid’ voor het huwelijk (Mittal, 2007). Dit kan leiden tot ernstige gevolgen voor de gestigmatiseerde: verstoting, molestatie of zelfs de dood (Krug, Dahlberg, Mercy, Zwi, & Lozano, 2002). Zelden werden beide soorten partner gerelateerd seksueel misbruik onderzocht in een soortgelijke studie, over de laatste vorm is weinig wetenschappelijk onderzoek te vinden.

De Universiteit Antwerpen bood me de kans om gedurende één maand (augustus 2014) veldwerk te verrichten in India. Daar nam ik diepte-interviews af met verschillende tewerkgestelden en betrokkenen van één NGO ‘Women Helpline’ (WHL). Ook had ik de mogelijkheid om experten te bevragen en heb ik twee focusgroepen geleid van 10 mannelijke en 10 vrouwelijke studenten op de school waar we verbleven.

De toepassing van de capability-benadering als evaluatief instrument leverde kritische reflecties op. Dit komt doordat de capability-benadering op een objectieve manier keuzes analyseert: ‘Is de keuze het gevolg van individuele interesse of structurele factoren?’. Specifiek voor de interventies van WHL kwam op vlak van keuzevrijheden (of omzettingsfactoren tussen mogelijkheden en functies, zie figuur 1) een empowerment-paradox aan het licht. Deze paradox houdt voor seksueel misbruik onder de valse belofte van het huwelijk in dat WHL een huwelijk arrangeert, wat in eerste instantie patriarchale waarden in stand houdt:

It’s true, they reinforce the social stigma by doing this, even in view of the guy, he has to marry the girl in light of the social stigma (vrouwen focusgroep).

Maar tegelijkertijd bevordert WHL empowerment, streeft ze de keuzes van de vrouwen na en biedt zij bescherming voor de negatieve gevolgen van stigma’s:

The thing is, in India is sex before marriage taboo. So if the girl gets trapped or she got dishonored, then nobody will accept her anymore and everybody can take advantage of her. This is why it’s a good thing that we want to protect those women by helping them to arrange a marriage (groepsgesprek sociaal werkers WHL).

Concluderend bevordert WHL het welzijn van slachtoffers van partner gerelateerd seksueel misbruik. WHL creëert via sociale interventies (rechtsbijstand, advisering, huisbezoeken, etc.) mogelijkheden en draagt door haar doorverwijzings- en opvolgingsbeleid bij tot het realiseren van functionings. Maar op vlak van keuzevrijheden is het cruciaal dat WHL blijft reflecteren over de invloed van genderongelijkheid. Doordat de patriarchale structuren zo diep zijn ingebakken in de Indische samenleving, is het momenteel nog onrealistisch om op een volledig objectieve manier aan welzijnsverhoging te doen. Objectieve welzijnsverhoging streeft naar gendergelijkheid en tolereert geforceerde huwelijksrelaties niet. Echter om aan de negatieve gevolgen van het stigma ‘ontmaagding voor het huwelijk’ te ontkomen, lijkt voor vrouwen in een achtergestelde situatie, het aangaan van een geforceerd huwelijk nog steeds de beste oplossing. Het is van belang om als middenveld invloed uit te oefenen op een sociaal en gendergelijk beleid op zowel gemeenschaps- als macroniveau. Het is aan WHL om de slachtoffers van deze empowerment-paradox bewust te maken, voordat WHL  keuzes ondersteunt. Er wordt aanbevolen dat capability-onderzoek zich in diverse organisaties met verschillende doelgroepen voortzet.
