E-Health in België: Een toegevoegde waarde?
En ze leefden nog lang en gelukkig …
Iedereen kent sprookjes die zo eindigen en sinds eeuwen dromen mensen van een lang en gelukkig leven en daar lijken we in te slagen. In anderhalve eeuw tijd is de gemiddelde levensverwachting in België gestegen van 40 naar 80 jaar. Dit heeft ook een keerzijde: door de vergrijzing van de bevolking, die vooral in de laatste levensjaren veel beroep doet op onze gezondheidszorg en 24/7 zorg verwacht, komen de gezondheidszorg en de sociale zekerheid onder druk te staan en dringt een oplossing zich op. Aangezien technologie en informatica in vele sectoren gezorgd heeft voor een veranderingsproces zou e-health een mogelijke hefboomfunctie kunnen spelen. In deze masterproef wordt onderzocht of e‑health in België een toegevoegde waarde kan zijn voor zowel de overheid en de verzekeringsinstellingen, het geneeskundig en verzorgend personeel, als voor de patiënt, die een steeds belangrijkere rol speelt in zijn genezingsproces.
In de literatuurstudie wordt e-health gedefinieerd en komen verschillende types van e-health aan bod. Bovendien blijkt dat e-health zich binnen Europa in verschillende snelheden ontwikkelde en dat door de Europese Commissie initiatieven en actieplannen worden ondernomen om van e-health een topprioriteit te maken zodat we allen kunnen genieten van “active and healthy aging”. Daarnaast komt ook de belangrijke rol van de Belgische overheid in de gezondheidszorg naar voor, bijvoorbeeld om de diverse actoren samen te brengen, een wettelijk kader te scheppen en diverse obstakels te overwinnen door opleiding en informatieverspreiding. Een aantal recente initiatieven zijn opgenomen.
De toegevoegde waarden van e-health in België, zoals administratieve vereenvoudiging, kostenbesparing, betere informatie en dienstverlening worden verder onderzocht in het empirisch onderzoek waarbij 10 experten uit het domein worden geïnterviewd om de realiteit op het terrein na te gaan. Hierbij wordt gepeild naar hun gebruik van e-health, de prioriteiten van e-health en de toegevoegde waarden voor de verschillende actoren in de gezondheidszorg. Hieruit blijkt dat de meeste experten veelvuldig gebruik maken van e-health en ze wijzen op het belang van nuttige ICT-gerelateerde functionele en technische normen die leiden tot efficiëntie, kwaliteit en veilige gezondheidszorg in een duurzame en vereenvoudigde omgeving, zoals in “smart cities”. Wanneer alle actoren betrokken worden en de informatie gedeeld wordt, dan kan dit volgens hen leiden tot het vermijden van overbodige of dubbele onderzoeken, tijdswinst, kostenbesparing en fraudebestrijding.
Binnen de beperkingen van het onderzoek worden een aantal suggesties geformuleerd voor verder onderzoek, initiatieven en een mogelijk beleid zodat we allemaal nog lang en gelukkig van “active healthy life years” kunnen genieten en dit mede dankzij e-health.
