De Tijd Loopt... De Europese Unie als ontwikkelingsactor: de Millenniumdoelstellingen
2015 De Tijd Loopt…
Er zijn al genoeg woorden en goede intenties geweest. “Nu is de tijd gekomen om te handelen” volgens de voormalige secretaris generaal van de VN, Kofi Annan. Hiermee verwees hij naar de Amerikaanse president Franklin D. Roosevelt die ooit zei: “To make the right choice, leaders will need to have the courage to fulfiltheir responsibilities in an admittedly imperfect world. They will also need the wisdom to transcend their differences. Given firm, clear-sighted leadership, both within States and among them, I am confident that they can. I am also certain that they must. What I have called for here is possible. It is within reach. From pragmatic beginnings could emerge a visionary change of direction in our world. That is our opportunity and our challenge.” Met deze woorden besloot Kofi Annan het VN-rapport ‘In larger freedom’, dat de wereldleiders erop moest wijzen dat er meer politieke wil nodig is, indien men de Millenniumdoelstellingen tegen 2015 wil realiseren.
2015 De Tijd Loopt… Deze slogan duikt af en toe op in het straatbeeld, aan stations of in het journaal. Petities worden ondertekend om in een volgende fase af te geven aan de wereldleiders. Het doel hiervan is hen er aan te herinneren de beloftes die ze in 2000 gemaakt hebben tijdens de VN-Millenniumtop in New York na te komen. Eén van deze beloftes is het realiseren van een duurzaam leefmilieu dat beschreven wordt in Millenniumdoel zeven. Deze doelstelling bestaat uit drie targets over natuurlijke rijkdommen, water en sloppenwijken met acht bijhorende indicatoren: het behoud van bosbestanden en biodiversiteit verzekeren, het verbruik van energie naar een duurzaam niveau reduceren en het gebruik van fossiele brandstoffen verminderen, klimaatverandering tegengaan, toegang tot veilig drinkwater en sanitaire voorzieningen verzekeren en de levensomstandigheden van mensen in sloppenwijken verbeteren.
Dat De Tijd Loopt, ervaren we aan den lijve. Dagelijks merken we de nare effecten van onze ontregelde aarde: warme winters, overstromingen, uitstervende diersoorten, steeds kleiner wordende bosbestanden, stijging van de zeespiegel, luchtvervuiling, waterverontreiniging, opkomst van nieuwe ziekten zoals SARS en vogelgriep die zich ook naar onze regio’s uitbreiden door het mildere klimaat, enzovoort. Het is allemaal te wijten aan de manier waarop we decennialang met de aarde zijn omgegaan. Dat er iets moet veranderen, daar zijn we het allemaal over eens.
Maar vraag u eens af, beste lezer, in welke mate wilt u hiervoor uw eigen levensstijl aanpassen? Dit is vaak een ander paar mouwen. De goede intenties zijn er in overvloed maar de acties blijven vaak achterwege. In welke mate zijn bijvoorbeeld de EU-lidstaten en de Europese Unie bereid veranderingen door te voeren in hun beleid op vlak van duurzaam leefmilieu?
Practice what you preach
Uit talrijke beleidsmededelingen van de Europese Unie blijkt dat ze vastberaden is om in te gaan op de verwachtingen van de internationale gemeenschap en om een sterke bijdrage te leveren in het realiseren van een duurzaam leefmilieu. Maar gebeurt dit ook? De Europese Unie wordt vaak omschreven als een civilian power. Dit betekent dat de Europese Unie door middel van soft politics bijdraagt aan het bereiken van democratie, respect voor mensenrechten, economische groei en internationale samenwerking in ontwikkelingslanden. Centrale componenten van soft politics in het kader van een duurzaam leefmilieu zijn politieke dialoog, ontwikkelingshulp en handelsbeleid. De Europese Unie heeft veel ervaring met moeilijke onderhandelingen, politieke dialoog en ze beschikt over een aanzienlijk ontwikkelingsbudget. Toch mogen we geen onrealistische verwachtingen koesteren, o.a. met betrekking tot haar vermogen om een duurzaam leefmilieu te realiseren binnen en buiten de Europese Unie. De Europese Unie beschikt niet over voldoende hulpbronnen, is niet bekwaam om deze efficiënt in te zetten en te mobiliseren omdat ze niet voldoende coherent en consistent optreedt. Ondanks deze beperkingen zou de Europese Unie meer kunnen doen om de kwaliteit van haar hulp en dus ook de impact ervan op de Millenniumdoelstellingen te verhogen. Essentieel daarbij is coördinatie en harmonisering met andere donorstrategieën en met de strategieën van partnerlanden. Zo moeten o.a. de verschillende relevante beleidsdomeinen worden geïntegreerd zodat duurzame inspanningen in het ene domein niet teniet worden gedaan door niet-duurzame praktijken in een ander domein. Toegepast op een duurzaam leefmilieu is het tot nog toe zo dat het gemeenschappelijk Europese landbouw- en visserijbeleid de inspanningen om biodiversiteit te handhaven, teniet doet. Ook het Europese handels-, energie- en transportbeleid hebben een niet te onderschatten impact op ontwikkelingslanden die onder meer daardoor problemen ondervinden om hun economische groei te realiseren.
De Europese Unie krijgt ook de kritiek onbetrouwbaar te zijn in het uitvoeren van haar verklaringen. Er bestaat een kloof of gap tussen haar werkelijke capaciteit om verklaringen te implementeren en de verwachtingen van derden. Om deze kloof te dichten moeten ofwel de capaciteiten van de Europese Unie worden verhoogd ofwel de verwachtingen dalen. Per beleidsdomein variëren deze gaps. In low politics domeinen, zoals ontwikkelingsbeleid heeft de Europese Unie bijvoorbeeld meer invloed dan in high politics domeinen, zoals defensie waarin ze haar weg nog moet vinden. Studies hebben aangetoond dat de hulpbronnen van de Europese Unie langzaam uitbreiden, waardoor ze meer bekwaam wordt om mee te spelen in internationale organisaties. Zo komen er meer mogelijkheden vrij om de Europese retoriek gestand te doen. Ook de capaciteit van de Europese Unie om de bestaande middelen te mobiliseren moet verhogen, wat in grote mate afhangt van de politieke wil van de lidstaten.
Kortom, de Europese Unie bezit macht waarmee ze belangrijke hervormingen kan doorvoeren. Denken we maar aan de toetreding van de tien nieuwe lidstaten in mei 2004. De Europese Unie kan een ongelooflijk krachtige motor zijn voor het nastreven van positieve veranderingen. In het kader van Millenniumdoel zeven heeft de Europese Unie tot nog toe vaak op een positieve manier haar stempel kunnen drukken op de realisatie van een duurzaam leefmilieu. Er werden vele projecten en programma’s gelanceerd die ongetwijfeld een aanzienlijke bijdrage hebben geleverd. Maar er moet nog veel gebeuren als men tegen 2015 de principes van duurzame ontwikkeling wil integreren in landenprogramma’s om het verlies van natuurlijke rijkdommen om te keren, het aantal mensen dat geen toegang heeft tot veilig drinkwater en sanitaire basisvoorzieningen wil halveren en de levens van 100 miljoen mensen in sloppenwijken wil verbeteren.
