De Europeanisering van het Nationaal Buitenlands Beleid. De impact van het EU-lidmaatschap op het Belgisch Congobeleid.

Het koloniaal verleden van de EU-lidstaten. Een kans of een last voor België?
2010 was het jaar van de Democratische Republiek Congo (DRC). Dan vierde het land zijn vijftig jaar onafhankelijkheid. Ook bij ons werd er meegevierd. Talloze lezingen, debatten en tentoonstellingen zorgden voor een nooit geziene publieke belangstelling voor de DRC. Denk maar aan het succes van ‘Congo. Een geschiedenis’ van David Van Reybrouck of aan de reeks ‘Bonjour Congo’ van Rudi Vranckx op Canvas. Ondanks het succes van de evenementen rond de voormalige kolonie blijven de relaties tussen België en de DRC gespannen. Er heerst een haat-liefde verhouding in de hoogste rangen, waarbij de ene politicus onomwonden zegt wat er allemaal verkeerd loopt in het land en de andere met zalvende woorden invloed tracht uit te oefenen.
In een tijd waarin de EU een toenemende invloed lijkt uit te oefenen op het beleid van haar lidstaten vroegen we ons af wat de rol is van de EU in het Belgisch Congobeleid. Als we het Belgisch buitenlands beleid onder de loep nemen dan merken we enerzijds de toenemende invloed van de Europese Unie. Zo wordt de beslissing om over te gaan op sancties tegen bepaalde landen niet op nationaal niveau genomen, maar is het de EU die daarover beslist (zoals de Syrische olieboycot illustreert). Ook het Verdrag van Lissabon heeft de invloed van de EU op het nationaal buitenlands beleid verder geïnstitutionaliseerd (onder andere door de oprichting van de Europese dienst voor extern optreden en de aanstelling van de Hoge Vertegenwoordiger van de Unie voor het buitenlands- en veiligheidsbeleid). Die toenemende Europese invloed geldt des te meer voor de lidstaten in de schaduw van hun grote broers. Anderzijds blijft België dankzij zijn jarenlange expertise en ervaring in Centraal-Afrika een toonaangevende stem in de Afrikapolitiek. België heeft in de DRC een invloed die zijn economisch en geostrategisch gewicht ver overtreft. België luistert naar de EU en de EU luistert naar België. Maar hoe vertaalt de impact van het EU-lidmaatschap op het Belgisch Congobeleid zich concreet?
In deze masterproef staat die onderzoeksvraag centraal. Het onderzoek wordt gekaderd in het analytisch raamwerk dat het concept ‘europeanisering’ biedt. Europeanisering duidt op de wederzijdse invloed tussen de instellingen van de EU en die van de lidstaten. Het nationaal beleid wordt beïnvloed door Europese regelgeving, richtlijnen en zowel formele als informele bijeenkomsten (d.i. de top down benadering). Anderzijds investeren de lidstaten naargelang hun middelen in lobbywerk en in hun permanente vertegenwoordiging om het Europees beleid mee vorm te geven (d.i. de bottom-up benadering). Europeanisering is dus een cyclisch proces. De top down benadering staat in het onderzoek centraal.
Daar het Belgisch Congobeleid een breed onderwerp is, worden in de masterproef enkele afbakeningen gemaakt. Zo omvat het Belgisch Congobeleid louter de huidige direct bilaterale samenwerking op vlak van diplomatieke relaties, het ontwikkelingsbeleid en de militaire samenwerking. Om meerdere redenen is het niet eenvoudig de impact van de EU op het Belgisch Congobeleid in kaart te brengen. Ten eerste worden op vlak van buitenlands beleid geen expliciete eisen geformuleerd door de EU (wat wel het geval is voor bijvoorbeeld milieunormen). Dit zorgt voor vaagheid aan de vraagzijde van de EU. Ten tweede is het causaal verband tussen de EU en nationale veranderingen niet altijd duidelijk. Veranderingen op nationaal niveau kunnen ook reacties zijn op globale uitdagingen, zoals de financiële crisis. Veranderingen aanduiden als gevolg van het EU-lidmaatschap kan dus het gevaar inhouden dat het proces europeanisering overschat wordt. Ten slotte is de focus op de relaties tussen de lidstaten en de voormalige kolonies opvallend afwezig in de academische literatuur.
De EU beïnvloedt het buitenlands beleid van haar lidstaten op meerdere manieren. Voor het Belgisch Congobeleid gebeurt dit op een ‘zachte’ manier. Dit betekent dat er geen wettelijke regels zijn waaraan België zich moet houden, maar enkel richtlijnen. Het is meer een proces van socialisering dan van gedwongen, formele aanpassing. De doelstellingen zijn vooral een duidelijke identiteit creëren en collectieve actie ondernemen. De EU realiseert dit door ter plaatse aanwezig te zijn door het sturen van Speciale Vertegenwoordigers en EU-delegaties (de vroegere vertegenwoordiging van de Europese Commissie), met alle partners overlegmomenten te realiseren en in te staan voor de financiering van projecten. De Speciale Vertegenwoordiger van de EU voor de regio van de Grote Meren heeft het mandaat om pogingen tot het oplossen van conflicten in de regio aan te moedigen, de werking van de Verenigde Naties en de Afrikaanse Unie te ondersteunen en regelmatig contacten te onderhouden met de regionale regeringen. De EU heeft ook civiele operaties lopen in de DRC (EUPOL RDC, EUSEC RDC ). Die hebben als doelstelling de institutionele structuren van de veiligheidssector in de DRC te versterken om zo de voorwaarden te scheppen voor een stabiele en duurzame ontwikkeling.
Op die manier streeft de EU naar een gemeenschappelijke agenda. Dit schept een kader waarbinnen de lidstaten zich vrij kunnen bewegen. Ook België past zich aan. Het overleg met de andere partnerlanden moet de dupliciteit van de middelen verhinderen. Dit leidt tot schaalvoordelen en efficiënter beleid. Volgens respondenten die dagelijks het Belgisch Congobeleid vorm geven binnen de diplomatie, het ontwikkelingsbeleid en de militaire samenwerking voelt België dit echter niet aan als een belemmering, maar als een opportuniteit om het eigen buitenlands beleid te versterken. Het Europees niveau biedt de kans om zich wereldwijd te profileren en niet om het koloniaal verleden te dumpen.
2010 was het jaar van de Democratische Republiek Congo. Late we hopen dat die opflakkering van aandacht voor onze ex-kolonie ook een duurzaam effect heeft. Want de DRC is een land die nood heeft aan hulp. De DRC is een staat waar corruptie welig tiert, waar dagelijks honderden vrouwen worden verkracht, waar het regime steeds repressiever optreedt tegen de vrije meningsuiting en mensenrechtenactivisme en waar het leger haar volk niet beschermt, maar plundert. Toch mag deze negatieve spiraal van geweld en corruptie niet leiden tot een “Congo fatigue”. De viering van de 50 jaar onafhankelijkheid heeft de DRC weer dichter bij de Belgen gebracht. Die interesse is nodig, niet zozeer uit schuldgevoel – hoeveel generaties na de kolonisatoren blijven schuldig voor hun daden? – maar wel uit humanitaire redenen en solidariteit. Daarom moeten de schrijnende toestanden niet enkel België, maar de hele internationale gemeenschap beroeren. Laten we dus hopen dat ook 2011 het jaar van de DRC zal zijn, met de verkiezingen in het vooruitzicht.
